우리나라 종교문화정책의 문제점과 위험성

Abstract

이 글의 목적은 우리나라 종교문화정책의 실상을 예산지원 측면에서 검토하고 그 문제점을 비판하는 데 있다. 우리나라는 정교분리라는 명백한 헌법원칙이 있음에도 종교에 대한 각종 정책적 지원이 제공되어 왔다. 이는 종교와 국가의 불건전한 유착관계라는 비판을 받을 소지가 다분하다. 그러나 종교에 대한 각종 혜택 및 지원은 대부분 ‘문화정책’이라는 명분으로 포장되기 때문에 비판의 눈길이 잘 미치지 않는다. 이 글은 우리나라에서 종교에 대한 보조금 지원사업이 어떻게 진행되고 있으며 어떤 문제점이 있는지를 파악한다. 이를 위해 구체적 사례로 1) 종교시설물 건립을 위한 종무실 예산지원과 2) 종교적 성역화 사업에 대한 보조금 지원에 대해 살펴본다. 그리고 문화정책으로 위장된 종교지원정책이 정당성이 희박함에도 지속되는 이유는 무엇이며, 어떤 위험이 있는지 검토한 후 향후의 대안을 모색한다. The purpose of this paper is to critically examine the Korean government’s cultural policy on religion. The Korean Constitution clearly declares the principle of the separation of religion and politics. Yet despite this, the Korean government has provided a range of policy benefits to organized religions. For this reason, the Korean state can be criticized for having corrupt relationship with religion. Nevertheless, there has been little public criticism of this so far, mainly because most of the financial supports for religion have been disguised as cultural policy programs. This paper closely examines 1) the Religious Affairs Office’s budget for subsidizing religious facilities and 2) the government subsidy programs for constructing religious sanctuary areas. It will also analyse why the subsidy for religion disguised as cultural policy has persisted for so long, despite its lack of legitimacy.
