아파트 분양원가 공개의 경제학적 고찰

Abstract

전 세계적으로 유래가 없는 분양원가 공개에 대해 찬성론과 반대론 모두 일면 타당성이 있는것처럼 보인다. 그러나 대부분의 주장들은 소비자나 공급자 어느 한 쪽으로 편향되어 있고 주택시장의 특성을 간과하고 있는 것 또한 사실이다. 현재와 같은 주택시장구조에서는 설사 분양원가가 공개된다고 하더라도 소비자들이 기대하는 것처럼 분양가가 큰 폭으로 하락하기는 어렵다. 따라서 분양원가 공개 여부를 놓고 소모적인 논쟁을 벌이기보다는 그동안 제기된 주택시장의 왜곡문제를 해소할 수 있는 정책적 대안을 찾는 것이 보다 바람직한 접근방법이라고 생각한다 분양원가 공개라는 사회적 이슈를 통해 우리가 해결해야 할 과제는 첫째 소비자의 알 권리를 충족시키면서 민간기업의 자율성을 보장하기 위해서는 분양원가 공개는 공기업으로 한정되어야 하며 둘째 공공택지의 개발이익이 정부에 귀속될 수 있도록 경쟁입찰제를 도입해야 하며 셋째 공급자 중심의 주택시장을 소비자 중심의 주택시장으로 전환하기 위해서는 단계적인 후분양제가 도입되어야 하고 넷째 주택사업에 참여하는 공기업의 공공성 회복을 위한 정책이 수립되어야 한다. Both of supporting and counter arguments on unveiling of apartment production cost seem to be appropriate in partial. In most cases, however, the arguments lean to one side of consumer or supplier and overlook the characteristics of Korean housing market. In the current structure of housing market we can't expect the sharp decrease in lotting-out price even though apartment production cost is opened to the public. Therefore, it will be a more desirable approach to seek an alternative to soIve the distortion problems in Korean housing market rather than to keep up wasteful argument about unveiling of apartment production cost. The assignments that we. have to solve through such a social issue are that unveiling of apartment production cost should be limited to public firm, competitive bidding should be introduced in sale of public housing lots for the development profit to be restored to the government, and lotting-out system after completion is gradually introduced in newly constructed housing market so that housing market for suppliers can be converted to housing market for consumers.
