Abstract
Today in the era of globalization, the world can see that a lot of attempts to establish regional integration took place. European integration is one of the most famous examples. Numerous theoretical approaches tried to explain the origin and the process of how European Union works. Liberal intergovernmentalist theory, developed by Andrew Moravcsik in 1993, profoundly explained European integration based on three-level analysis: national preference formation, interstate bargaining, and institutional choice. Using the same theoretical framework, this paper will have a closer look at Eurasian integration process with Kyrgyzstan as the case-study. This paper provides a background of the environment that created the necessity for the Kyrgyz Republic to join the Eurasian integration. Consequently, the author analyzes the decision of how Kyrgyzstan decided to join based on three stages of Moravcsik analysis. Domestic politics of Kyrgyzstan helps to understand how the national preference of joining the Eurasian integration was formed. Then at the stage of interstate bargaining, relative powers of Kyrgyzstan and other member-states play a vital role. At the last stage, credible commitment of the parties is examined. The thesis concludes that the decision of Kyrgyzstan to become a member of the Eurasian Economic Union was projected objective and voluntary based on the economic interests of the nation; however in reality the country was pressured to do so given the historical and economic dependence on Russia and other member-states. The project of integration is developing and deepening due to what the member-states inherited from the Soviet Union: common history, culture and close relations.
