교통투자가 도시공간구조와 지가에 미치는 영향

Abstract

본 연구의 목적은 어느 한 도시가 교통투자를 시행할 때 해당 도시의 공간구조와 지가함수의 변화에 미치는 영향을 분석하는 데 있다. 도시가구의 교통비를 감소시키거나 기업의 운송비를 감소시키는 교통투자가 시행될 경우 정도의 차이는 있으나 두 가지 경우 모두 주거지구와 산업지구를 확대시키는 도시 성장을 촉진한다. 도시가구의 교통비를 절감하는 교통투자가 이루어질 경우 도시 내부의 지가는 하락하고 도시외곽의 지가는 상승하므로 교통투자 재원은 수익자부담원칙에 따라 지주들에게 차등 분담시키는 것이 형평성의 원칙에 어긋나지 않는다. 그러나 기업의 운송비를 절감시키는 교통투자가 이루어질 경우 도시 전역에 걸쳐 지가가 상승하므로 교통투자 재원은 해당 도시의 지주들에게 골고루 분담시키는 것이 합리적이다. The purpose of this study is to analyze the impacts of transportation investment on urban spatial structure and land value in the relevant city. Transportation investment which decreases urban household"s traffic expenses or firm"s shipping expenses accelerates urban growth through the expansion of industrial and residential zones. Transportation investment which decreases a worker"s traffic expenses lowers land value in the inside of the city and increases land value on the outskirts. In this case, therefore, to raise fund for transportation investment from land owners on the suburbs doesn"t conflict with the principle of equity. However, in the case of transportation investment which decreases firm"s shipping expenses, to supply financial resources from all land owners in the relevant city is reasonable because this type of investment increases land value throughout all over the city.
