스펙트럼 관리정책의 변화와 시사점

Abstract

1990년대 이후 최근까지의 미국영국 등 주요국의 스펙트럼 관리정책의 특징으로 주파수의 효율적 사용을 위한 시장기반 제도의 도입을 들 수 있다. 즉, 이들은 주파수 경매에서 더 나아가 주파수 거래 및 임대 등 2차시장을 활성화하고 있으며 기존 주파수 이용권에 부여되었던 제약을 없애고 있다고 하겠다. 또한 최근에는 다양한 기술발전으로 인한 주파수 공유의 확대를 모색하고 있는 상황이다. 본 논문에서는 이러한 주요국의 스펙트럼 관리정책 변화와 주요 정책 이슈를 살펴보고 우리나라 주파수 관리정책에 대한 시사점을 제시하고 있다. 구체적 정책 과제로 중장기 스펙트럼 관리정책의 수립, 행정적 유인가격 부과 활성화, 주파수 경매거래 및 이용 자유화를 위한 기초 연구의 수행, 회수재배치 기준의 유연화, 마지막으로 주파수 공유의 활성화 등을 지적하고 있다.

Since the 1990's, major characteristic of spectrum management policy in leading countries can be said the introduction of market-based policy. Major countries such as US and UK are introducing even secondary market such as trading and lease in spectrum as well as primary market as spectrum auction. And they are looking for ways to incorporate the various types of shared use, which are made possible due to technological progress, into current regulatory framework. This paper reviews the recent changes of spectrum management policy in some major countries and policy issues related with it. And it tries to draw some policy implications. As policy agenda, making a medium and long term spectrum management policy, activation of administrative incentive pricing, basic research for the auction, trade and liberalization, introduction of flexible criteria for the relocation, and looking for ways to activate shared use are mentioned.
