고령층 여성의 디지털 격차에 관한 연구

Abstract

지금까지 한국사회의 디지털격차에 관한 조사연구 자료들은 성별 및 세대 간에 격차가 존재하고 있음을 보여주고 있다. 현재 빈곤의 여성화와 백발화가 심화되고 있는 추세에서 고령층여성들의 디지털격차해소에 관심을 두어야 한다. 여성이고 고령이기 때문에 고령층여성이 사회적으로 소외되고 있다는 페미니스트노년학(Feminist gerontology)관점에서 이중 정보격차의 원인과 실천적 해결방안을 찾아보는 시도가 필요하다. 이 논문은 정보화의 핵심인 인터넷 활용을 중심으로 발생하는 디지털격차를 고령층여성을 대상으로 고찰하였다. 이중 정보격차(dual digital divide)관점에서 고령과 여성이라는 두 변수에 의해 고령층여성들이 정보화에서 가장 소외된 집단임을 기존의 정보격차에 관한 전국 표본 조사와 연구논문들을 수집하여 분석하고 증명해 보았다. 이를 위하여 전체인구의 연령대별 격차, 여성 집단 내에서 장ㆍ노년 고령층과 젊은 층간에 디지털 격차, 전체 장ㆍ노년 고령층 집단 내에서 여성과 남성 간에 격차로 분류하여 분석하고 그 현황을 알아보았다. 고령층여성은 여성만을 대상으로 한 집단 내에서 뿐 아니라 전체 고령층집단 내에서도 남성보다 인터넷 이용률, 이용기간, 인터넷이용인식 및 태도, 역량에서 현격하게 낮게 나타나고 있다. 그 해결방안으로는 이들을 위한 적극적 인터넷 이용 및 활용교육의 무료 제공, 인터넷커뮤니케이션을 통한 고령층여성들의 사회네트워크화와 지원체계형성을 강화하므로 적극적 사회활동조성 방안과 이를 통한 긍정적 정체성형성의 필요성을 구체적으로 제시하였다.

Digital divide is one of the crucial issues of the diffusion of Information and communications technology (ICT) and is recognized as the most important social problem in knowledge and information based society. A digital divide separates those who can access and use it to gain benefits and those who do not have access to technology or cannot use it for one reason or another reason. When used effectively, it offers huge potential to empower people who do not have access to the technology or cannot use it. This study raised urgent need for research about digital divide of aged women. Feminist gerontological perspective which examines the social inequality of aging women in a youth-oriented and male-dominated society challenges the dominant social constructions that devalue and discriminate against aging women. Digital divide researches are lack of the dual discrimination awareness by gender and age and do not pay any attention to aged women. To explore Internet use among aged women, this study analyzed existing data about dual digital divide measured in terms of Internet accessibility and use between groups of people by age and gender. By 2003, while the overall percentage of Koreans with access to computers and the Internet has been rapidly growing, a digital divide still persists and in the case of aged women is actually getting worse. The aged women segment has been neglected in the Digital divide. In order to close the gap, society should provide aged women with computer education and access to computer and the Internet. Further, Internet communication will become a critical issue in order to support and enhance their lives.
