While the term ‘Cultural contents’ is frequently used in Korean society, general consensus has not been reached on what it means. ‘Cultural contents’ is a construct different from culture content, cultural content, content industry in terms of meaning and scope.There has been some confusion in using the term ‘Cultural contents’ since the term has not been adopted from previous studies done in other countries and it has started being used with the lack of any clear definition in Korea. That is, the term ‘Cultural contents’ was created in Korean society and gained a unique meaning in it. Nevertheless, there has not been any consensus on the term. In this situation, thus, it would be necessary to reach consensus as to what ‘Cultural contents’ means. This paper attempts to construct a concept of ‘Cultural contents’. It is important to construct a concept of ‘Cultural contents’ for a better communication. There would be communication problems without a clear definition of ‘Cultural concept’.The results of my study show that the confusion has been created for two different reasons: Whether we approach the ‘contents’ bottom up or top down and how we define the ‘culture’. Such confusion is seen in ‘The fundamental law for promoting cultural industry.’This paper points out the confusion and problems in using the term and attempts to construct a concept of ‘Cultural contents’. It also attempts to define the scope of the industry related to culture industry. We hope that this paper results in more active research and discussions on ‘Cultural contents’, which in turn will contribute to reach consensus on what ‘Cultural contents’ means.
