Abstract
This paper aims to approach the thought of the wartime period and the structure of the postwar politics in Japan by analyzing the historical significance of a controversy between Minobe Tatukichi and Yokota Kisaburo. Three points will be demonstrated throughout my analysis. (1) The idea of the “Greater East Asian Co-Prosperity Sphere” was supported by the theories of Minobe and Yokota. It was not intended result of Minobe and Yokota. Nevertheless, their theories paradoxically gave hints toward the thought in the wartime period. (2) After defeat, the ideas of Minobe and Yokota, as influenced by Georg Jellinek and Hans Kelsen, functioned as justification for the U.S.-Japan Security Treaty system. Tanaka Kotaro affirmed the system as the Director General of the Supreme Court. In the background was Minobe’s theory. (3) In the context of the history of constitutional amendment, internationalism functioned as an opportunity to invite completion of the sovereignty. Therefore, internationalism may not contribute to the principle of international peace.
