지방자치의 개혁방안: 일본의 경험과 한국에의 제안

Abstract

한국인의 생활품질이 악화됐다. 문제가 발생하면 대책을 세워야 한다. 정책은 문제를 해결하는 중요한 장치다. 지향점은 분명하다. 경제는 튼튼하게, 사회는 따뜻하게 하는 것이다. 가장 중요한 것은 사람을 위한 경제의 실현이다. 즉 정책의 중심은 국민행복이어야 한다. 양적인 성장만 고집해서는 국민행복을 보장할 수 없다. 이를 위해 필요한 것이 중앙권력의 과감한 지방이양이다. 일본사례 및 한국적 특수상황을 고려하면 4가지의 전략과제가 고려된다. 첫째, 재정･사무의 지방이양이다. 재정권과 조직･인사권 등 주요 권한과 국가사무를 지방에 넘기는 것이다. 둘째, 지방자치의 책임강화다. 지금까지의 낮은 책임과 권한에서 높은 책임과 높은 권한의 구도로 변경하는 것이다. 셋째, 지방행정 체제개편이다. 광역단위를 유지하면서 기초단위에서의 행정통합을 추진하는 것이 현실적이다. 넷째, 주민자치의 확대다. 명령전달의 행정전달 체계와는 다른 주민자치조직의 활성화는 풀뿌리 지방자치의 근간이다.

Life quality of Koreans is worse. The problem should be measures. And this time, Policies are important to solve the problems. The goal is clear: stronger economy and warmer society. Life of peoples is the most important through realization of happy economy. In other words, the center of policy must be happiness. By sticking to the quantitative growth, people cannot guarantee happiness. For that project, it is required comprehensive transfer of central power to local government. Considering Japan’s sample and korea’s special circumstances, it is necessary to think about four strategic tasks. First, public work and finance should transfer for local empowerment. The major power of central government, for example finance, organization, authority, give to local government. Second, It is needed to higher responsibility for local government. So far, there are low responsibility and accountability. but it is necessary to composition of high responsibility and authority. Third is system reform of local administration. It is realistic to pursue the integrated administration at the elementary local unit while keeping metropolitan structure. Fourth is the expansion of strong citizen autonomy. Activation of citizen’s autonomy Organization is grassroots foundation of local government. And that is different to delivery system of centralbased administration.
