류큐(琉球)왕국(오키나와)의 의사 결정체계에 관한 고찰

Abstract

1733년 게라마섬에 표착한 조선인 표류민을 발견한 후의 류큐왕국의 보고체계와 대응을 살펴보고 류큐왕국의 행정기구의 의사결정체계를 확인하고자 하였다. 그 결과 근대국가의 시점에서 보면 이질적인 ‘독립왕국’의 특성이 표류민 송환에서도 드러나 있음을 확인할 수 있었다. 즉 사츠마에서 파견된 관리와의 협조관계, 특히 표류민의 송환시기와 송환방법에 대한 의사 결정에서 사츠마를 통한 일본측의 관여도가 높았음을 분명히 하였고 ‘양속’체제의 구체적인 모습과 근세 시기의 류큐와 사츠마번의 관계를 규명할 수 있었다. 그리고 표류자를 송환한 선박이 중국에의 정기적인 조공 선박이 아니고 임시 대절선박이었음을 확인하고 선박의 승선원이 어떻게 구성되었는지 확인하여 이 과정에서 일본과 중국과의 간접교역을 위한 하나의 방편으로 표류민 송환이 이루어졌을 가능성을 제기하였다. 또한 류큐왕국의 행정의 담당자들이 어떻게 표류민과의 대화와 소통을 하였는지 점차 류큐왕국의 인적 자원 조달이 어떻게 이루어지는지 1733년과 그 이후에 오키나와에 표착한 표류자와의 소통관계를 비교하여 검토하였다. Through a close examination of the channels through which reports concerning the Chosun castaways who landed on Kerama Island in 1733 were conveyed to governmental authorities, this paper was able to verify the hierarchical decision-making system between the Ryukyu Kingdom and the Japanese government through Satsuma’s official. As a result, this paper was able to confirm several characteristics of the so-called “autonomous” Ryukyu Kingdom that are alien to modern-day nations; in short, the Ryukyu Kingdom made all its decisions from subordinate position to the Satsuma’s official. Especially concerning the dates and methods of the repatriation of the Chosun castaways, the influence of Japanese Satsuma authorities strongly swayed the decisions of the Ryukyu Kingdom, confirming it as a lesser political entity. Moreover, this paper was able to confirm not only the identities of the crew but also that the ship that repatriated the castaways was not a regular tributary vessel but a chartered one. Hence, this paper was able to assess that the repatriation of castaways was one method through which Japan and China conducted indirect trade. By studying the means of dialogue and communication between the Ryukyu Kingdom’s administrative officials and the castaways and by researching how interpreters were trained to provide adequate human resources, this paper also presents a comparison of this communication prior to and after 1733.
