무용전공자의 문화예술전문인력 전환사례 및 양성 방안연구

Abstract

정부는 국민의 개개인의 행복을 중요시하며 ‘사람이 있는 문화’라는 비전을 제시하여 국민의 문화 참여를 확대하고 문화적 가치가 사회 전반에 확산하는 것을 목표로 하였다. 이렇듯 문화 향유와 함께 삶의 질을 위하여 정부는 문화예술전문인력 양성에 주력을 다하고 있다. 타 분야의 비해 무용분야의 지원이 미비하지만, 앞으로 확산되고 대두되길 바라고자 무용분야 문화예술전문인력을 대상으로 개념 및 유형을 살펴보고 공공기관에서 시행되고 있는 지원사업의 현황과 현직에 있는 전문가들을 사례 분석하였으며 그에 대한 양성방안을 모색하고자 하였다. 먼저, 이론적 배경에서는 문화예술전문인력 및 무용분야 기획·경영 인력의 개념 및 유형을 정의하고자 하였으며 문화예술전문인력의 양성 정책 및 동향을 살펴보았다. 무용분야 문화예술 기획·경영 인력양성 지원현황 및 사례조사는 지원사업의 흐름 현황과 인력 현황 등을 살펴보았으며 현 공공기관에서 3년 이상 경력을 갖고 활동하고 있는 6인에게 개인적 특성, 전문인력 인지여부, 만족도, 필요성 요인 등 크게 4가지로 구분하여 사례조사를 하였다. 이를 통해 무용분야 문화예술 기획·경영 인력 양성방안을 모색하여 세 가지로 제시하였다. 첫째, 무용분야 기획·경영 인력에 대한 정책지원강화를 위한 인식변화와 개념기반구축 및 그 범위의 정립이 필요하며 개념구축을 통해 인력 관련 통계구축을 위해 실태조사, 모집단의 범위 등을 위한 기본적 단계가 될 수 있으며 더 나아가 양성정책의 방향설정에 대한 전제조건이 될 것이다. 둘째, 무용분야 기획·경영 인력 양성을 위해 직무과업에서의 전략적 계획 수립 및 전문성 강화의 전망 등의 성장을 위하 지침 확립이 필요하며 예비인력들을 필요로 하는 실무경력 및 역량 강화 등 교육프로그램 개발의 노력이 필요하다. 셋째, 무용분야 기획·경영 인력의 고용환경 안정과 개선이 필요하며 그들의 겪고 있는 환경의 어려움, 근로 기회, 불 안정된 고용계약 등 작업환경의 안정성을 위하여 정부가 나서 최소한의 협의 및 규정들을 제시하는 것이 필요하다. 본 연구는 무용전공자가 문화예술 전문인력으로 전환하는 효과적인 방법과 무용 전문 인력양성의 발전방향을 제시하기 위해 무용분야 문화예술 전문인력 양성 사업현황 및 인력사례 조사를 통해 무용분야 문화예술 기획·경영 인력 양성방안을 찾고자 하였다. 무용분야 기획·경영 인력의 양성방안이 체계적으로 더욱 확대되어야 하고 우리 사회가 문화적으로 궁극적 목표를 가지고 올바른 방향으로 풍성하고 성숙해질 수 있도록 무용분야의 기획·경영 인력들이 많이 양성되어 문화와 무용의 발전에 이바지하길 조망한다.; The government aims to promote the happiness of the people and present a vision of human culture. the goal is that cultural value is to spreading to the whole of society and expand the participate of people.
