TY - THES AU - 최순혁 DA - 2008/02 PY - 2008 UR - https://repository.hanyang.ac.kr/handle/20.500.11754/147979 UR - http://hanyang.dcollection.net/common/orgView/200000408367 AB - 본 연구는 1970년대 중반부터 현재까지 지속적으로 계획?건설되고 있는 네덜란드 간척지의 신도시 Almere 도시조직의 변화과정을 살펴보고, 시간의 흐름에 따른 도시디자인의 변화를 분석함으로써 앞으로 우리나라의 신도시 특히, 간척지의 신도시 계획 및 개발에 있어서 반영될 수 있는 시사점을 도출하고자 하는 연구이다. Almere 신도시는 도시가 계획 및 건설되기 시작한 1970년대 중반부터 1980년대 까지 인접한 역사도시인 암스테르담의 ‘배후도시(Bed Town)’였다. 하지만 현재에는 당초 신도시 계획인구인 250,000명을 넘어 2030년까지 계획인구 400,000명으로 상향 조정 될 정도로 더 이상 암스테르담의 배후도시가 아닌 자급자족형 도시로 성장을 거듭하고 있다. 이는 신도시 계획에 있어서 먼저 도시민의 삶의 질을 생각하는 도시계획이 밑바탕이 되었으며, 공공공간 및 주거환경의 다양성과 쾌적성 등 질 높은 도시환경을 창조하려는 노력이 있었기에 가능한 것이었다. 특히 간척지의 특성을 반영하여 물 공간과 녹지공간의 오픈스페이스를 통한 특징적인 Landscape을 도시공간에 계획하고 있으며, 앞으로 물 공간이 생활의 일부로써 적극적으로 다가갈 수 있는 친숙한 공간으로 변화되고 있고, Almere 도시의 이미지와 정체성이 될 수 있도록 도시를 만들어 가고 있다. 또한 1975년부터 현재까지 약 30년간 도시를 장기적인 관점에서 단계적으로 계획?건설함으로써, 경험을 통하여 얻어진 과거의 문제점이 앞으로 계획될 도시에서 해결될 수 있도록 적극적이고 유연한 도시계획의 틀을 만들 수 있었다. 동시 다발적으로 단기간 내에 대규모 토지를 개발하지 않고, 작은 것에서부터 시작하여 그 과정을 관찰하고 다음 단계에 접어드는 방식으로 개발 속도와 내용을 조절하면서 시대적 수요와 필요에 따라 도시를 계획하고 건설한 것이다. 본 연구에서는 다른 시기에 계획?건설된 Almere 도시의 주거지역을 도시조직 구성요소인 토지이용 (Land Use), 건축물에 의한 블록과 공공공간 (Building Structure and Public Space), 교통망 및 가로망 (Traffic Network), 오픈 스페이스 (Open-Space)의 네 가지 항목을 바탕으로 세부적으로 비교?분석하였다. 이를 통하여 얻은 연구의 결론 및 시사점을 다음의 세 가지로 정리할 수 있는데 그 내용은 다음과 같다. 첫 째, 앞으로 국내의 신도시 개발은 사회적인 변화에 적극적이고 유연하게 대응할 수 있도록 일괄적인 개발방식이 아닌 단계적이고 순차적인 개발방식이 되어야할 것이다. 단계적 개발방식은 먼저 건설된 도시를 실제로 체험하고 관찰함으로써 앞으로 계획?건설될 도시가 더 나은 방향으로 나아갈 수 있도록 하기 때문이다. 둘 째, 도시조직 즉, 가로망을 비롯한 건축물, 녹지 공간 그리고 물 공간 등이 서로 밀접한 관계를 맺으며 도시조직 안에서 조밀하게 계획되어져야 한다. 조밀한 가로망과 작은 단위의 블록은 도시 공간 내에서 다양한 이동경로를 제공하게 되며 도시에서 일어날 수 있는 다양한 활동을 제공할 수 있기 때문이다. 셋 째, 물과 녹지의 '오픈 스페이스(Open Space)'는 도시공간 안에서 사람들이 쉽게 접근할 수 있고 또한 일상생활에서 체험될 수 있는 공간으로 계획 되어야 할 것이다. 특히 물 공간을 도시공원 내의 인공호수 뿐만 아니라 가로공간의 요소나 ‘집 앞’의 물 공간을 계획함으로써 도시환경의 다양성과 질을 높일 수 있다. 즉, 가로망의 변화와 녹지 네트워크의 변화에서 볼 수 있듯이 물 공간 또한 도시공간 혹은 도시조직 사이에 밀접한 관계를 맺으며 계획되고 있는 것이다. 앞으로 우리나라의 신도시 특히 간척지의 신도시 계획 및 개발에 반영될 수 있는 위의 세 가지 시사점은 누구나가 공감할 수 있는 상식적인 차원의 내용이다. 하지만 Almere 도시의 사례 연구를 통하여 얻은 것이므로 실증적인 차원에서 의미가 크다고 할 수 있다.; This study intends to examine the process of the change of urban structure in Almere, a new city of reclaimed land in the Netherlands, which has been continuously planned and constructed from the middle of the 1970’s until now and analyze the change of urban design by times in order to draw suggestions that can be reflected afterwards in urban planning and the newtown development in Korea, in particular, the ones of reclaimed land. The newtown of Almere was the ‘bed town’ of Amsterdam, the neighboring historic city, from the middle of the 1970’s when the city was started to be planned and constructed till the 1980’s. However, it is not a bed town of Amsterdam any more but growing continuously as a self-sufficient city as the target population of the city has been adjusted presently up to 400,000 by 2030 which is far above the initially planned population of 250,000. This was possible because the plan of the newtown was based on improving the life quality of its citizens beforehand and had a goal to create city environment with high quality, for example, the variety and agreeableness of public space and residential environment. In particular, reflecting the characteristics of reclaimed land, unique landscapes are being planned in the city space such as open spaces like water and green spaces, and especially, the water spaces are changing to a familiar space that citizens can approach to actively as a daily life and are also becoming the image and identity of the city of Almere. Moreover, it was possible to draw an active and flexible outline of the city plan to get rid of the old problems of the city found out from experiences from the new city to be constructed by planning and designing the city step by step with a long-term view for about 30 years from 1975 until now. They have planned and constructed the city according to the periodic demand and need as they did not start to develop the large-sized land all at once within a short period but started from a small thing and observed the process of it and then went into the next stage so as to control the rate and content of the development. This study compared and analyzed precisely the residential areas of Almere planned and constructed in different periods based on the four elements of city structure: the land use, blocks created by building structure and public space, traffic network and street network, and open space. Based on that, the results and suggestions of this study were gained and can be summarized in three points as stated below. First, the development of new cities made locally afterwards need be performed in a gradual and progressive manner, not in a collective way, in order to respond to the social change actively as well as flexibly. The reason is that the method of gradual development makes it possible to experience and observe the city constructed beforehand in real and get the city development better directional afterwards. Second, the urban structure, that is, the street network, building structure, green and water spaces should be closely related to one another and planned densely in the city structure. The reason is that the dense street network and small-sized blocks can provide the citizens with various routes in the urban space and diverse activities that can possibly occur in the city. Third, open spaces including water and green spaces should be planned as a space that people can approach to easily in the urban space and experience in daily life. In particular, planning the water space as an element of street space or ‘in front of a house’, not just as an artificial lake in the urban central park, will enhance the variety and quality of city environment. As seen from the street network change or green network change, the water space is being planned having a close relationship with the urban space or urban structure. The three suggestions stated above that can be reflected in planning and developing newtown in Korea, especially, the ones of reclaimed land from now on are the sensible content that anyone would agree. However, they have been gained from the case study of Almere, so it can be said that they have great practical meanings.
