비판 데이터론 서설: 빅데이터는 어디에?

Abstract

본고는 빅데이터의 확산을 이론화하려는 시도이다. 의도성, 고비용, 기계 의존성이라는 빅데이터의 세 가지 속성으로부터 불균등 데이터화가 추론되어 비판 데이터론이 구성되었다. 그 이론은 공공데이터 개방사례에 적용되어 이론적 유용성이 검토되었으며, 사례 분석의 결과, 비판 데이터론은 검증 가능성, 흥미로운 예측, 예상치 않은 발견이라는 세 가지 측면에서 잠재성을 갖고 있음이 확인되었다. 비판 데이터론으로부터 공공데이터 개방에 관해 검증 가능한 다양한 예측이 도출될 수 있었으며, 그 예측들은 공공데이터 개방에 관해 진실—불균등성—을 드러내는 데 도움이 되었다. 나아가 현재의 접근 방식이 크게 바뀌지 않으면 공공데이터 개방 정책이 난관에 봉착할 가능성이 있으며, 그 정책의 성공적 수행을 위해서는 공공데이터 개방을 위한 예산과 인력이 각 기관에 적절하게 지원되어야 하고, 나아가 국가 예산으로 수행된 연구 결과는 보고서뿐 아니라 원시데이터의 개방이 의무화되어야 할 것이라는 시사점이 도출되었다.

This paper addresses uneven diffusion of big data. A critical theory of data is proposed which is made of three properties of big data such as intentionality, high cost, and machine dependence, and uneven datafication inferred therefrom. The theory was applied to opening of public data to examine its usefulness. The empirical analysis revealed it has potential to be a good theory in the aspects of testability, interesting predictions, and surprises. Several meaningful and testable predictions were drawn from the theory, and they seemed to be helpful to address critical issues of public-data sharing. In addition, the application yielded interesting policy implications that open-data policy of South Korean government was likely to be in trouble without radically altering its current approach. It suggested that the government should allocate proper amount of people and budget for the job to all the involved organizations, and also introduce obligatory opening of raw data which was gathered for government-funded research.
