Abstract
이 연구는 독일의 주(州)와 연방하원선거 결과를 중심으로 과연 해적당과 같은 신생정당의 등장은 독일 정당체제에 어떠한 변화를 가져왔으며, 신생정당의 정치제도화의 배경과 원인은 무엇인지를 규명하는데 있다. 이를 위해서 이 연구는 독일의 녹색당과 해적당을 주요 분석대상으로 2009년 이후 주(州)선거와 2013년 연방하원선거를 분석시기로 설정하였다. 분석결과 첫째, 독일 젊은 유권자들의 소극적인 정치 성향은 결과적으로 정당 정치의 약화와 해적당과 같은 신생정당의 출현과 정당체제의 변화를 촉진한다. 둘째, 정당명부식 비례대표제로 선출하는 비교적 개방적인 선거 제도와 내각제는 녹색당과 같은 군소 정당 역시 주정부 차원에서 집권을 가능하게 하며 해적당과 같은 이슈중심의 신생정당의 의회 진입을 용이하게 한다. 셋째, 탈물질주의 사회로의 전환은 녹색당과 해적당 등장의 사회 구조적인 배경이 될 수 있으며, 이러한 의미에서 탈물질주의 가치관과 녹색당과 해적당의 성장은 긴밀한 관계가 있다. 넷째, 2000년대에 급속히 확산되고 있는 글로벌 네트워크화라는 시대적 상황은 해적당이 새로운 형태의 이슈 정당으로서 제도 정당 내에서 성장할 수 있는 조건이다. 마지막으로, 녹색당에 비해서 해적당은 좌-우파 정당들과 이념적 거리를 두고 정보화 사회 내 시민적 자유 보장을 핵심 이슈로 기존 정당이 다루지 않았던 이슈를 제기하면서 기성정치에 실망한 ‘디지털 네이티브 세대’의 지지를 끌어낸 결과라 해석된다. This study intends to investigate into the changes that the emergence of new parties such as the Pirate Party have brought to the party system of Germany and the background and cause of political institutionalization of the new parties based on the result of recent election in Germany. The Green Party and the Pirate Party of Germany were selected as the major analysis subjects and the provincial election after 2009 and Bundestag’s election in 2013 were chosen for analysis. Following are the analysis results; First, the passive political orientation among young voters of Germany eventually weakens the party politics and accelerates the emergence of new parties such as the Pirate Party and changes in the party system. Second, the relatively open election system and parliamentary system elected through party-list proportional representation also gave small parties like the Green Party to rule on the level of provincial government and also made it easy for issue-oriented new parties such as the Pirate Party to enter the parliament. Third, the transition into post-materialist society provides social structural backgrounds encouraging the establishment of new parties. Fourth, the circumstances of the times – the rapidly spreading global network development in the 2000’s – gave ground to the Pirate Party to grow into an established party that deals with new type of issues. Finally, the Pirate Party, compared with the Green Party, is interpreted as the outcome of drawing the support from the ‘Digital Native Generation’ who have been disappointed with existing politics while keeping ideological distance from left-right parties, focusing on guaranteeing civil liberty within digital society, and dealing with the issues that existing parties have not.
