‘문화융성’ 정책에 대한 비판적 검토

Abstract

이 논문의 목적은 박근혜 정부의 4대 국정기조의 하나인 문화융성 정책의 타당성을 비판하는 것이다. 우선 정책의 목표인 ‘문화융성’의 개념 자체가 너무나 애매모호하다. 심지어 정책을 담당하는 기관 차원에서도 정확한 개념정의가 제시되어 있지 않다. 이는 마치 어디로 갈 것인지 정해놓지도 않은 채 무작정 내달리는 것이나 마찬가지이다. 또한 문화융성 정책이 의미가 있으려면 ‘우리나라 문화는 융성하지 않다’는 것이 전제되어야 한다. 하지만 문화의 개념을 협의로 이해하건 광의로 이해하건 간에 이미 우리나라 문화는 상당히 융성한 수준에 있다고 할 수 있다. 그렇다면 문화를 융성시키기 위한 각종 정책지원은 결국 자원의 낭비가 아닐 수 없다. 문화융성 정책은 근본적으로 일반 국민의 문화적 취향보다 엘리트주의 문화취향을 우선시하는 문화의 민주화(democratization of culture) 전략이다. 이 논문은 문화정책에 있어서 엘리트주의에 기반한 어버이주의(paternalism) 보다는 문화적 민주주의(cultural democracy) 차원에서 평범한 시민들의 뜻을 존중하는 공복(public servant)의 자세가 필요하다고 제안한다. This paper tries to criticcally analyze the validity of Korean government`s ‘Cultural Enrichment Policy.’ First of all, the concept of cultural enrichment itself is too vague and unclear. Even the government agency in charge of the policy does not provide any clear conceptual definition. Moreover the fundamental premise of the cultural enrichment policy is not substantiated at all. The culture of Korea nowadays, whether in a narrow or a broad sense, is already flourishing sufficiently. If this is so, the cultural enrichment policy is nothing better than a serious waste of national resources. The fundamental problem with this policy lies in its paternalistic approach with an emphasis of elitist cultural taste. This paper argues that cultural policy needs to respect the cultural tastes of ordinary citizens.
