의료관광 활성화 정책의 문제점과 정책적 대응에 관한 시론적 연구 -주요 쟁점 도출 및 해외사례 분석을 중심으로-

Abstract

본 연구의 목적은 의료관광활성화 정책의 문제점과 유발요인을 분석하고 이를 완화할 수 있는 대응방안을 모색 하는데 있다. 먼저 우리나라 의료관광 활성화 정책의 현황을 살펴본 후 잠재적인 문제점과 유발요인을 관련문헌을 통해 분석하였다. 한편, 도출된 관련 의료관광 활성화 정책을 추진한 주요 국가의 사례 분석을 통하여 정책적 대응방안을 모색하였다. 문헌 연구 결과 우수의료 인력 유출, 수익 유출, 인건비 상승, 의료이용의 빈부격차 확대, 정책의 실효성 약화 등이 의료관광 활성화 정책의 문제점으로 도출되었다. 또한, 도출된 문제점의 유발요인으로는 의료기관 영리법인화, 국민건강보험 당연지정제 완화와 민영의료보험 확대 및 의료관광정책 추진 주체가 있다. 도출된 3개 유발요인의 관점에서 주요 의료관광 시행국에 대한 분석을 바탕으로 3개의 주요 대응방안이 제시되었다. 첫째, 의료관광활성화 정책으로 인한 부작용을 최소화하기 위해서 견고한 공공의료 서비스 체계의 구축이 요구 된다. 둘째, 투명한 관련 정보 공개 시스템의 구축을 통하여 의료서비스 경쟁이 도모되고 불필요한 가격인상이 억제되어야 한다. 셋째, 관련부처, 기관 및 지자체가 참여하는 추진체계가 구축되어 종합적으로 수립된 정책이 지속적으로 수행될 수 있어야 한다. The purpose of this paper is to analyze the problems and the casual factors regarding medical tourism promotion policies and to suggest counter measures to mitigate those problems. Korean policies relevant to medical tourism promotion were reviewed and potential problems and their casual factors were analyzed through literature reviews. Potential problems discussed in the literature were an outflow of excellent medical specialists, an outflow of profits, a rise in medical costs, an expansion of medical service gaps between the rich and the poor, and a lack of policy effectiveness. Causal factors for those problems identified include the privatization of medical services, the expansion of private medical insurance and an ineffective implementation body for tourism policies. Based on case analyses of selected countries that implemented the relevant policies, three strategies to mitigate the potential problems were suggested. First, in order to minimize the problems from medical promotion policies, a strong public medical service system needs to be formulated. Second, a medical service information system in which all information is transparent needs to be operated to encourage competition among medical service organizations preventing an unnecessary increase in medical costs. Thirdly, an implementation body consisting of organizations relevant to medical tourism should be formulated in order to ensure comprehensive and effective policies.
