한국의 중앙-지방정부간 관계의 특성: 거버넌스의 시각에서

Abstract

이 연구는 정부간 관계의 특성을 규명하기 위한 기존의 법･제도적 접근이 갖는 한계를 극복하기 위해 한국의 중앙-지방정부간 관계의 특성을 거버넌스의 시각에서 규명하였다. 거버넌스의 시각에서 정부간 관계의 특성을 고찰함으로써 정부간 관계의 일상적인 운영의 측면을 보다 다양한 측면에서 조망할 수 있다. 결론을 정리하면, 한국의 중앙-지방정부간 관계의 핵심적인 특성은 계층제 거버넌스에 가까우며, 이는 응답자 집단을 다양하게 구분하여 분석한 경우에도 일관되게 유지되어 정부간 관계의 특성으로서 계층제 거버넌스가 광범위하게 수용되고 있다. 하지만, 정부간 관계의 핵심적인 특성으로서 계층제 거버넌스 인식의 강도가 우세하나 압도적이지는 않다. 이러한 사실은 전통적인 거버넌스 양식으로서 계층제가 네트워크 거버넌스에 의해 점차적으로 잠식되고 있음을 시사한다. This research identifies key features of central-local government relations in South Korea as perceived by local governments’division chiefs. In doing this, it employs governance perspective which enables to shed light on daily practices of a diverse aspect of intergovernmental relations. A major finding is that Korean central-local government relations display a pattern of rule far closer to a hierarchical governance than it is to a network governance. We reach the same conclusion irrespective of the way of grouping respondents into various subsets. It also notes, however, that hierarchical governance is perceived to be strong features of central-local government relations, but it is not to be dominant. This finding means that hierarchical governance as a traditional mode of governance is losing its ground gradually to a network governance as an alternative mode of governance.
