| dc.description.abstract | 본 논문은 국가연구개발과제 선정체계의 진입규제성을 검토하고자 하였다. 먼저, 선행연구검토를 통해 진입규제성을 경쟁제한성, 재량개입, 준수부담으로 분석적으로 정의하였다. 다음으로, 국가연구개발과제 선정체계를 과제신청단계와 선정평가단계로 구조화하고, 각 단계에서 발견되는 진입규제성을 살펴보았다. 마지막으로, 진입규제성의 분석항목과 조작적 정의에 의거하여 한국연구재단 이공분야 기초연구사업에 대한 사례분석을 실시하였다. | - |
