Abstract
본 연구는 동아시아 자본주의 발전에 있어 주요 4국인 일본, 한국, 중국, 대만에서의 기업의 사회적 책임(CSR)에 대한 국제 비교연구를 시도하였다. 이를 위해 본 연구는 동아시아 CSR을 방관,계몽, 과시, 그리고 규범 등 네 가지로 유형화하였다. 또한 최근 글로벌 경제위기를 맞이하여 단순히 경제성과(호황/불황)가 기업의 사회적 책임 수행에 미치는 영향을 검증하는 기존의 방식에서 탈피, 세계시장의 통합 정도(외부압력)와 기업의 낮은 자율성(내부압력)으로 구분되는 사회적 압력이라는 개념을 이용하여 동아시아에서의 기업의 사회적 책임이 진화하는 과정을 분석하였다. 연구결과, 일본의 경우 기업이 주도하는 시장 원리에 따르는 ?규범적 CSR?이 발달하였고, 한국의 경우 실질적으로는 총수를 정점으로 수직적 위계 원리를 따르는 ?과시적 CSR?이 발달하였음을 발견하였다. 중국의 경우 정부가 직접 나서서 강력한 위계 구조를 기반으로 기업들을 지도하는 ?계몽적 CSR?이 발달하였으며, 대만의 경우 외형상 정부가 주도하지만 기업이 이를 외면하는 ?방관적 CSR?이 발달하였음을 발견하였다. 마지막으로 본 연구는 CSR에 적극적인 한국과 일본의 사례분석을 통해 한국 기업의 과시적 CSR 유형이 나타나게 되는 배경이 사회복지 분야에 대한 높은 지출과 연관된다는 사실을 발견하였다. 이는 기업의 사회적 책임이란 단순히 경제성과에 그대로 연동되는 것이 아니라, 둘 사이를 연결해 주는 다리로서 세계시장의 통합 정도와 기업의 낮은 자율성이라는 두 가지 기제를 바탕으로 사회적으로 구성되어지는 개념이라는 함의를 내포한다.The current study offers a comparative analysis of corporate social responsibility (CSR) in four key countries that constitute the center of the capitalist growth in East Asia- namely Japan, Korea, China and Taiwan. This study conceptualizes CSR in four distinct categories: Bystander, Enlightenment, Conspicuous, and Norms. Also, it seeks to move beyond the extant literature that mainly focuses on the relationship between the overall economic performance (boom/bust) and the execution of CSR, especially in light of the recent global financial crisis. Instead, the current research investigates the processes by which CSR has evolved by using a concept called ?social pressure,? which consists of the degree of integration of the global market (external pressure) and the limited autonomy of corporate organizations (internal pressure). According to the results, in the case of Japan, the so-called ?normative CSR,? which conforms to the market principles and led by firms, has developed. In Korea, what is discovered is the so-called ? conspicuous CSR? based on the owners of business group, so called chaebol. In the context of China, what might be termed the ?enlightened CSR? has emerged, which is driven by the government-initiated attempts to encourage public companies based on a strong descriptive structure. Lastly, in the case of Taiwan, this study shows that the ?bystander CSR? has surfaced, one that is initiated by the state but ignored by the corporate sector. In addition, through a close examination of case studies from Japan and Korea, this research makes a new empirical discovery: a connection between the background concerning the rise of Korea?s ? conspicuous CSR? and the high expenditure in the area of social welfare.
