중국의 현대적 국유기업 집단화정책의 정치경제: 영화산업 사례 분석

Abstract

본 연구는 중국이 사회주의시장경제 성립 이후 새롭게 추진하고 있는 현대적 국유기업 집단화정책의 정치경제적 의미를, 영화산업이라는 특정산업의 사례분석을 통해서 보다 실증적으로 분석해보고자 하는 것이다. 일반적으로 중국정부가 국유기업 집단화정책을 추진하는 목적은 국유기업 개혁과 대외경쟁력의 강화로 압축되어 제시되어진다. 그러나 본 연구는 현대기업제도(現代企業制度)에 기반한 새로운 국유기업 집단화정책이 앞서의 경제적 의도 이외에도 개혁개방 이후 약화되었던 국유기업들과 주요 산업에 대한 정부 통제력을 다시 강화하는 제도적 배경이 되고 있음을 증명하고자 한다. 이를 위해서 본 연구는 기존의 정책분석 수준을 넘어서 영화산업이라는 특정 사례를 분석함으로써 보다 미시적이고 실증적인 논거를 제시하고자 한다.This paper reviews the political and economic purposes of modern state-owned corporate groups led by the Chinese government since the ‘Socialist Market Economy’ was established in 1992. Generally, state-owned enterprises(SOEs) restructuring and international competitiveness have been suggested as the main purposes. However this paper suggests that it also has a political purpose of restrengthening the government’s control over some important state-owned enterprises and industries that weakened since China’s reform and opening up. For this argument, this paper tries to present more specific and concrete reasons through a case analysis of the film industry.
