소비자문제의 본질과 정책적 함의: 거래비용이론에 입각한 유형화를 토대로

Abstract

소비자문제의 원인에 대해서는 정보의 비대칭성, 정보의 불완전성 등에 의한 시장실패 현상으로 보는 것이 Pigou를 중심으로 한 후생경제학의 입장이었다. 그러나 현대의 소비자문제는 글로벌 시장의 개방 확대, 정보통신기술의 진보 등 소비환경의 변화로 인해 소비자들의 선택에 혼란이 가중되는 등 새로운 국면으로 전개되고 있다. 따라서 소비자문제에 대한 정부개입의 필요성을 거래비용이론의 관점에서 접근해야 한다는 견해가 일각에서 제기되곤 하였다. 본 연구는 이러한 관점에 입각하여 소비자문제를 거래비용이론의 관점에서 분석하고 그러한 거래비용을 최소화하기 위한 소비자정책의 방향성을 제시하고자 한다.우선 소비자거래비용을 조작적으로 정의하고, 분류의 타당성 등을 종합적으로 고려한 소비자거래비용의 유형모델을 확정하여 분석틀로 삼고, 최근 1년간 한국소비자원에 접수된 ‘피해구제’ 사례 중 ‘해결’된 사례를 층화추출법에 입각하여 추출한 표본(1,000건)을 분석하였다.분석결과, 각각의 소비자피해 사례마다 소비자거래비용의 유형과 발생빈도가 다양해서 소비자문제의 발생원인과 그 속성이 상이하며 복잡하다는 것이 확인되었다. 한편, 품목 또는 거래방식별로도 소비자거래비용의 유형과 빈도에 차이가 있는 것으로 나타났다. 결국 거래단계별로 다양한 유형의 소비자거래비용이 발생하며, 이것이 소비자문제의 원인이 된다는 것이 밝혀졌다.본 연구는 향후 소비자정책이 시장실패의 치유보다는 소비자거래비용의 최소화에 주안점을 두고 이를 위한 다양한 정책도구의 개발이 이루어져함을 제언하고자 한다. 보다 구체적으로는 소비자문제의 원인을 소비자거래비용의 유형으로 규명하는 한편 구체적으로 유형별 소비자거래비용을 측정하여 각 거래비용을 최소화하는데 적합한 소비자정책대안을 비교하고 조합하는 기법 등이 연구되고 개발되기를 기대해 본다.With central focus on Pigou, welfare economics argues that consumer problems are primarily caused by market failure such as informational asymmetry and imperfection. However, modern consumer problems seem to have entered a new phase, where symptoms such as increasing confusion in consumer choice have appeared. These may be due to changes in consuming environments such as more globalized markets and advances in information technology. Therefore, some argued that the necessity of government intervention in consumer problems should be approached based on Transaction Cost Theory. The study attempts to analyze consumer problems from this perspective and proposes a new direction of consumer policy for minimizing transaction costs.First, after giving operational definitions about consumer transaction costs and confirming their type model, 1000 samples were extracted based on proportionate sampling. These samples were labeled as “settled” cases among consumer disputes received in the Korea Consumer Agency over the last year. The extracted samples were analyzed.The analysis showed that the type and frequency of consumer transaction costs per case differ, and it was confirmed that the causes and properties of consumer problems are different and complex. Meanwhile, it was revealed that the type and frequency of consumer transaction costs differ, depending on the item consumed or the transaction method. Eventually, it was revealed that different types of consumer transaction costs occur by transaction step, and this is the cause of consumer problems.The study proposes that consumer policy draw attention towards minimizing consumer transaction costs rather than curing market failure and a variety of policy tools should be developed for this. To elaborate, the study expects that the cause of consumer problems will be identified by the type of consumer transaction costs. Furthermore, the techniques of measuring consumer transaction costs by type and comparing and combining suitable consumer policy alternatives for minimizing each transaction cost will be studied and developed.
