지역 소득-지출의 공간적 확산효과 분석에 관한 연구

Abstract

2011년 정부는 수도권 집중 현상에 따른 국토 불균형 성장을 완화하기 위해 5+2 광역경제권을 중심으로 지역특성을 반영한 전략적 성장거점 육성정책을 제시하였다. 전략적 성장거점 육성정책의 핵심은 확산효과에 있다고 할 수 있다. 즉, 성장거점으로 지정된 지역중심에 집중적인 투자와 그에 따른 지역경제 성장효과가 주변지역으로 파급되는 확산효과를 통해 국토의 균형발전을 이루고자 하는 것이다. 이에 본 연구는 지역경제 구조를 종합적이고 구체적으로 파악할 수 있는 다지역 사회회계행렬(MRSAM)구축을 통해서 광역경제권 내 각 거점지역인 7대 광역시를 중심으로 지역 소득지출의 공간적 확산효과를 살펴보았다. 분석결과, 수도권 거점지역인 서울과 인천의 생산부문과 가계부문 그리고 자본(투자)부문의 확산효과는 인접한 권역 내 주변지역에서 상대적으로 높게 나타났다. 그러나 비수도권 5개 거점지역의 생산부문과 가계부문 그리고 자본(투자)부문의 확산효과는 대체적으로 인접한 권역 내 주변지역보다 서울과 경기에서 더 높은 것으로 나타났다. 마지막으로 비수도권을 중심으로 광역경제권 내 확산효과 제고를 위해 거점지역의 선도 산업 및 전략산업이 거점주변지역으로 집적화 될 수 있는 전략이 필요함을 제시하였다.In 2011, Korea government presented the promotion policy of strategic growth pole based on 5+2 mega economic regions in order to mitigate the imbalance economic growth. The policy emphasized the spread-effect that the economic effect of growth central region spreads to surrounding region through intensive investment. This paper attempts to analyze spatial spread-effect by regional income-expenditure of economy activity sectors. The results obtained as follows: in growth central regions of capital area (Seoul, Incheon), spatial spread-effect of production, household and investment sectors are higher in surrounding regions than in far regions. However, in growth central regions of non-capital area (Daejeon, Gwangju, Daegu, Busan, Ulsan), spatial spread-effect of production, household and investment sectors are mostly higher in Seoul and Gyeonggi of capital area than in surrounding regions. Finally, policy direction is suggested in order to improve spread-effect from growth central region to surrounding region in non-capital area.
