정책흐름모형(PSM)을 적용한 지역전문관광통역안내사 자격제도 도입과정 분석

Abstract

본 연구는 Kingdon의 정책흐름모형(PSM)을 적용하여 지역전문관광통역안내사 자격제도의 도입과정을 분석하는데 목적을 두었다. 본 연구는 2010년부터 2013년까지 이루어졌던 제주특별자치도의 ‘제주 맞춤형 관광통역안내사 제도’의 도입과정을 사례로 하였으며, Yin의 사례연구법을 적용하여 분석하였다. 주요 분석요인으로는 정책흐름인 정책문제흐름, 정책대안흐름, 정치흐름이 설정되었으며, 이와 함께 정책기업가, 정책의 창, 정책산출이 각각 설정되었다. 분석결과, 중국인 관광객의 급격한 증가로 정책문제흐름이 형성되고 정책대안흐름이 부분적으로 형성되면서 정책의제의 창은 열렸으나, 정치흐름이 형성되지 못함으로써 정책결정의 창은 열리지 못하였다. 또한 정책흐름을 엮고 자신의 선호와 취향에 따라 정책산출을 유도하는 정책기업가로서 제주도지사의 초기 역할을 확인할 수 있었으나, 후반부에 들어 활동이 미미함으로 인해 정책의 창을 여는 데는 실패하였다. 본 연구의 이론적 기여로는 크게 세부 분석요인 설정에 있어서 관광정책 및 지방정부의 특징을 반영하였다는 점과 정책의 창을 정책의제의 창과 정책결정의 창으로 구분하여 설정함으로써 정책의 창의 변화에 대한 설명력을 높일 수 있었다는 점을 들 수 있다. 실무적 시사점으로는 정책과정의 비합리성을 극복하기 위한 관광정책대안의 사전 준비, 지역관광정책네트워크의 구축, 관광정책결정자의 역량개발 등이 제시되었다. 결론적으로 본 연구는 정책흐름모형의 적용을 통해 지역전문관광통역안내사 자격제도 도입과정의 비합리성을 적절하게 확인할 수 있었다. This study aimed to analyze the policy making process of the regional tourism interpretation qualification system based on Kingdon's policy streams model. For this study, a case of Jeju Special Self-Governing Province's regional tour guide qualification system which was developed to solve the problems of unqualified guides in the region was examined utilizing Yin's case study method. The major findings of this study were twofold. Firstly, three policy streams were not coupled as policy alternative stream and political stream were not established. Secondly, policy entrepreneur did exist only in the beginning of the policy process, but acted with very weak role. Eventually the policy window did not open, and the policy making of the tour guide qualification system failed. For the practical applications, this study suggested that the preparation of the policy agenda, tourism policy network, and the capacity of policy entrepreneur are important especially in the policy context of ambiguity.
