문화외교의 이론과 실천: 개념의 재구성과 목표의 재설정

Abstract

전통적으로 문화외교는 자국의 문화적 우수성을 해외에 알림으로써 국가의 이미지를 제고하고 이를 통해 국가이익을 실현시키는 방편으로 간주되어 왔다. 즉 문화가 외교의 수단으로 사용됐던 것이다. 그러나 9.11 등을 계기로 문화의 안보화가 진행되고 있는 오늘날에는 문화가 외교의 수단으로만 간주돼서는 안 되며 문화를 목적으로 상정하는 문화외교가 필요하다. 문화적 충돌의 가능성을 최대한 줄이고, 문화의 교류와 섞임을 통해 공존과 발전의 길을 찾는 것이 바로 문화외교의 중심 과제가 돼야 한다는 점에서 그러하다. 따라서 국가이익의 실현 또는 상업적 이익의 추구만을 위한 문화외교는 재고돼야 한다. 문화적 민감성에 둔감한 문화 외교는 문화적 긴장관계, 나아가서는 문화적 갈등으로 귀결될 개연성이 높다. 수단으로서의 문화를 상정하는 문화외교가 안보적 함의를 갖는 문화갈등을 초래할 수도 있는 것이다.Traditionally cultural diplomacy has been regarded as a measure to realize national interests by promoting the national image using cultural resources. In this perspective, culture was an instrument of diplomacy. However, culture should not be considered simply as an instrument but treated as a purpose in this era where culture becomes highly securitized thanks to the incidents such as 9.11. The main task of cultural diplomacy should be the reduction of possibility of the clash of civilization, and the exploration of co-existence and co-prosperity through cultural exchange and cultural hybridization. Therefore, the cultural diplomacy that puts priority on maximization of national interests or realization of commercial profit without sensitivity to cultural differences should be reconsidered. Cultural diplomacy that regards culture only as an instrument of diplomacy might lead to cultural conflicts that potentially have serious security implications.
