지역, 커뮤니티 중심의 농산촌 발전정책의 함의: 유럽 정책의 사례를 중심으로

Abstract

This article explores the significance of 'place based development' and 'local community development' in the realm of rural development policy analyzing the case of LEADER (Liasons Entre Actions de Developpement de l'Economie Rurale) program to provide measures to improve Korean rural development policy. Overcoming the limits of top-down and sector based approaches in the past, LEADER program seeks to promote the value and uniqueness of each rural region and to encourage local communities to establish their own development strategies providing with strong public support (financial, technical, network, marketing, etc.). Another similar program will be introduced: French program called 'Poles d'excellence rurale'(PER). Designed under the influence of the success of LEADER model, PER program is a very significant example of the application of LEADER model to a different national context.
