Abstract
2016년부터 주민자치회가 전국적으로 전면 실시되거나 아니면 시범사업이 확대된 규모로 연장 실시될 것으로 전망된다. 이러한 상황속에서 본 연구는 2013년 7월 시범적으로 실시된 주민자치회의 시범사업 운영성과를 분석하고 주민자치회의 정착과제와 방향을 제시하고자 하였다. 이러한 연구목적을 달성하기 위한 연구방법으로는 기술적(descriptive) 연구와 설명적(explanatory) 연구를 병용한 통합적 연구방법을 사용하여 14개 주민자치회에 대한 현장평가 자료를 수집 분석하였다. 분석결과 주민자치회의 사업성과는 주민자치회가 처한 여건과 역량, 주민자치위원들의 인식과 태도, 주민, 지방의회, 지방정부의 관심과 협력, 경험 등으로 인해 매우 다양하게 나타났다. 주민자치회의 정착을 위한 주요 과제와 방향으로서 명망있는 지역인사 참여와 지역직능단체장 영입, 선정위원회 운영방식의 개선, 주민자치회 유형의 선택권 부여, 지역특성에 맞는 사업 모형의 개발, 사무구의 설치와 상근 유급직원의 배치, 주민자치회의 법적위상의 강화와 지원확대 방향을 제시하였다.In 2016, newly designed local community center will be open in every Eup, Myon and Dong level administrative district in Korea. Under such circumstances, this study aims at analyzing operations and performances of the 14 community centers during last 1 year those are subsidized by the Ministry of Safety and Administration for their pilot project. In so far as the methodology is concerned, this study largely rely on comprehensive approach which includes both descriptive research and explanatory methods. As results of analysis, in the aspect of organizing committee, there were not so much participation of new and more prestigious figures. The change in the field of jobs undertaken by the center is small, that is to say, the number of new jobs delegated from higher governments has not increased. Theses can be interpreted that recognition on the role of newly designed local community center is not enough so far. Regardless of the regulation that the center could not have its own executive body, each centers feels the necessity of having full-time and paid staff working for the center. As for the budget, the centers rely on the subsidies from higher governments including subsidy by the Ministry of Safety and Administration for their pilot project. It means that the centers can not be financially independent without new incomes from their profitable business. Concludingly, participation of more prestigious figures, revision of ways of selecting committee members, autonomous decision of a type of the community center, regionally fit business, full-time and paid staff, enhancing the status and increasing grants-in-aid are the crucial issues to be solved for the Institutionalization of community center in Korea in the future.
