석유제품 혼합판매 활성화 방안

Abstract

최근 들어 고유가 상황이 지속되면서 정부는 연일 유가 안정 대책을 내놓고 있다. 특히 공정거래위원회는 혼합판매 허용을 골자로 하는 거래기준을 제시하였다. 본 연구는 혼합판매 도입과 활성화를 위한 정책적 방안을 제시하는 데 목적이 있다. 이를 위해 혼합판매와 관련된 국내 제도의 변천 과정을 기술한다. 또한 혼합판매 현황과 혼합판매 활성화를 위해 검토되어야 할 주요 사항들에 대해서도 논의한다. 혼합판매도입과 활성화를 위해서는 공급자별 구분저장 요건과 전량구매조건의 완화 내지 폐지가 선결될 필요가 있다. 이들 방안은 정유사 단계의 공급가격과 주유소 단계의 소비자가격 인하를 유도할 수 있는 긍정적인 효과를 발생시킬 수 있다. 또한 현행 법률 개정이 수반되어야 한다는 현실적인 제약을 고려할 때 중장기적으로 시장에서 대형마트 주유소, 독립형 자가폴, 프랜차이즈 독립폴 주유소를 육성하는 방안을 동시에 검토할 필요가 있다.Recently, the Korean government has announced a stream of countermeasures for stabilizing petroleum product prices. Especially, the Fair Trade Commission proposed a transaction guideline focusing on the petroleum-product blending. The main purpose of this study is to suggest the policy options to induce and promote petroleum-product blending. For this purpose, this paper describes the changes in domestic systems related to petroleum-product blending. In addition, it discusses the major topics for inducing and promoting petroleum-product blending. It would be prerequisites to alleviate or demolish the requirements of separate storage by supplier and exclusive dealing. These options would result in the price decreases at the stages of refinery and gas station. Due to the legal constraint of law revision, it should be also considered to increase more gas stations in wholesale marts and self or franchised independent gas stations.
