지방 및 중앙정부의 재난안전 통신망 구축 전략에 관한 연구

Abstract

정부는 지난 2003년 대구지하철 참사에서 통합적인 재난안전 무선통신망의 필요성에 대해 인식하고, 통합 국가재난안전무선통신망 구축 사업을 추진 중에 있다. 그러나 사업추진과정의 부적정성으로 약 10년이 지난 현재까지 사업이 지연되고 있다.본 논문에서는 상기 국가재난안전 무선통신망 구축사업의 추진과정에서 드러난 법·제도적 문제점을 고찰하고, 최근의 기술동향을 파악하여 사업추진의 개선방안을 제시한다.본 연구를 통해 도출된 결론은 3가지로 제시할 수 있다. 첫째, 재난망 사업의 기본원칙 재정립이다. 둘째, 업무 특성을 고려한 기술방식 선정과 접근방법 재검토이다. 셋째, 기술전략보다는 운용전략을 우선수립 접근방법 재검토이다.After Deagu subway fire accident in 2003, Korean government has recognized the importance of the integrated wireless network for disaster and safety and launched the construction of the network. However the construction of network has been delayed for about ten years due to inadequacies of construction process.The study reviews problems in terms of legal system in the process of the network construction and analyzes recent technology trend. Through the analysis, this study finds that the construction of integrated wireless network for disaster and safety should consider three factors: development of new principle in construction, selection of technology appropriate for the characteristics of target disaster and safety level, and development of standard operation procedure before technology strategy is developed.
