한류에 관한 여섯 가지 질문 그리고 문화정책의 역할

Abstract

이 글의 목적은 한류에 관한 여섯 가지 질문을 통해 바람직한 문화정책에 대해 고찰해보는 것이다. 첫째, 왜 한류에 주목(해야)하는가? 둘째, 한류의 어떻게 생겨났는가? 셋째, 한류는 과연 ‘한국 문화’인가? 넷째, 한류 이후 무엇이 달라졌는가? 다섯째, 한류는 앞으로 어떻게 될 것인가? 그리고 마지막으로 한류가 시사하는 문화발전의 조건은 무엇인가? 한류의 지속적 성공, 나아가 우리나라 문화발전을 위해 요청되는 문화정책의 역할과 관련하여 이 논문에서는 우선 문화정책의 패러다임이 전통적인 ‘왕자 패러다임’에서 ‘야수 패러다임’으로 전환될 필요가 있다고 주장한다. 아울러 국가는 공정한 룰메이커 및 심판관, 약자에 대한 든든한 보호자, 그리고 문화교류의 균형자로서의 적극적인 역할이 필요하다고 주장한다.This paper contemplates upon six questions about the Korean Wave and explores the proper role of cultural policy. First, why do we pay attention to the Korean Wave? Second, how has it happened? Third, is the Korean Wave really ‘Korean’ culture? Fourth, what has changed after the Korean Wave? Fifth, what would be its future? And lastly, what are the implications for the pre-conditions of cultural development? This paper suggests that the traditional ‘prince paradigm’ of cultural policy needs to be replaced by the ‘beast paradigm’. It also argues that the state should take the role as a fair rule-maker, a protector of the weak, and a balancer of cultural exchange.
