국토공간의 효율적 활용을 위한연안통합관리체계 개선방안에 관한 연구

Abstract

연안관리 계획은 연안을 이용방향에 따라 4개의 구역으로 분류하도록 하고 있는데, 각 구역별 연안이용행위의 금지 및 지원사항을 정하도록 하고 있다. 연안구역을 설정할 경우 해당지역이 국토이용계획 및 도시계획에 따라 지역 및 지구로 이미 지정되어 있어 추가적인 구역 설정시 이 같은 점이 중요한 검토기준이 되기도 하지만 경우에 따라서는 상충되는 결과를 초래할 수도 있다.따라서, 연안관리에 있어서의 범위와 이용구역의 설정에 대한 검토 요소를 분석하고, 기존의 지역?지구지정 현황과의 상충문제 해결을 위한 방안을 도출하기 위한 노력이 필요하다. 보다 정확하고 효율적인 연안관리를 위해 해양에서의 해양공간계획과 토지에서 활용되는 도시계획제도와 지적제도를 활용하여 연안지역을 등록 관리할 필요성이 있다. 이를 위해 국토이용계획, 해양공간계획 등을 종합한 계획을 수립할 수 있는 별도의 협의체 기관 검토, 다른 개별법이 정하고 있는 각종 구역?지역의 지정 상충 검토, 연안해역의 범위 설정(3해리 내), 연안등록 방안 및 등록 대상 등을 모색하였다.
