지방의회의 조례안 처리 소요시간에 관한 실증분석: 서울시의회를 중심으로

Abstract

Time required for handling an ordinance bill would be influenced by complicated dynamics among various participants. It should be, in particular, analyzed in political context, that is, belonging parties of the head of local government and congressmen, relationship between the head of local government and council and the dynamics among the parties in the council. From this points of view, we empirically analyzed the factors expected to cause the difference in time required for handling an ordinance bill with the examples in Seoul City Council where competition and conflicts among parties were most seriously exposed. As a result of the analysis, first it took 53.2 days from proposal to standing committee and 64.5 days to plenary session. Secondly, we found out that there was difference in required time depending on terms, proposers, forms of the ordinance planning, policy objects of the ordinance, proposed times of the ordinance bill and the results in standing committee. Thirdly, as a result of analyzing the difference in the required time depending on political factors, which is our major interest in this study, we found that it took relatively long to handle a bill when the government structure is legislative gridlock and when the chairman of a standing committee belongs to opposition party and that there was no significant differences depending on whether or not there was a national election. This study has significance in the fact that it has empirically verified, mainly based on ordinance handling process in Seoul City Council, that there is difference in the time required for legislation process of a local government depending on the political factors.
