A Dysfunctional Politics of American Democracy - The Case of Campaign Financing and Lobbying -

Abstract

This paper argues that campaign financing and lobbying tend to seriously compromise the democratic processes of election and public policy-making in the United States. The national election campaigns are mainly financed by mega contributions from wealthy individuals and corporations. This phenomenon has become aggravated since super-PACs were ruled legal by the Supreme Court. Lobbying is almost exclusively political operation of major corporations and corporate associations aimed at influencing legislative activities and executive decision-making in their favor. Money expended for lobbying each year is as large as campaign spending for national elections. Election financing and lobbying tend to render a destructive effect to democracy, turning American politics into a plutocracy.본 논문은 미국에서 선거자금조달과 로비는 민주적 선거과정과 공공정책결정과정을 심각하게 위태롭게 하는 경향이 있다는 점을 주목하고 있다. 전국적인 선거캠페인은 부유한 개인이나 기업으로부터의 엄청난 기부금에 의해 재원이 조달되고 있다. 연방대법원에 의해 슈퍼 정치활동위원회(PACs)의 활동이 합법적이라는 유권해석을 받은 이래 이러한 현상이 악화되고 있다. 로비는 입법과정이나 행정부의 결정과정에 그들이 원하는 방향으로 영향을 미치는 것을 목표로 하는 주요 기업이나 기업 연합체의 독점적인 정치적 행위라고 할 수 있다. 매년 로비를 위해 지출되는 돈의 규모는 전국 선거를 위해 지출되는 선거비용지출만큼이나 엄청나다. 선거자금조달과 로비는 미국정치를 금권정치로 전환시키면서 민주주의에 파괴적인 악영향을 제공해주는 경향이 있다.
