관광경찰제도의 정책집행영향요인 연구

Abstract

본 연구는 융합정책의 대표적인 유형인 관광경찰제도의 정책집행영향요인을 규명하는데 목적을 두었다. 이를 위해 관광경찰제도, 정책집행, 정책집행영향요인 연구에 대한 이론적 고찰이 이루어졌다. 이를 토대로 하여 종속변수인 집행성과에 영향을 미치는 독립변수들을 정책내용, 집행조직, 정책환경 영역의 범주에서 도출하여 인과관계 모형을 구축하였다. 본 연구는 미시적 접근에서 설문조사법이 적용되었으며, 서울지역 관광경찰대에 소속된 일선실무담당자를 조사대상으로 하였다. 분석결과, 정책내용 영역에서는 정책의 소망성과 적용성 요인이 유의한 것으로 나타났으며, 집행조직 영역에서는 담당공무원의 업무역량이, 정책환경 영역에서는 정책대상집단의 지지와 관광인프라 구축이 각각 유의한 것으로 나타났다. 실무적 시사점으로는 일선실무담당자의 업무능력을 증진시키는 것이 중요한 과제로 제시되었으며, 정책대상집단의 지지확보가 강조되었다. 이와 함께 관광인프라 구축이 중요 과제로 제시되었다. 이론적 기여로는 통합적 집행방식이 적용되었다는 점과 관광정책의 특징을 반영한 관광정책집행 모형의 구성을 들 수 있다.This study aimed at identifying the influencing factors of policy implementation of tourism policy system. The literature review covered the concepts of tourism police system and policy implementation, previous researches related to these topics. A research model was designed to establish the research hypotheses. The survey method was applied from the micro level approach, and the research sample was street-level officials of Seoul Tourism Police unit. The results of the study indicated that the desirability and applicability of policy in the field of policy contents had significant influences on the level of policy outcomes, and that the task capacity of street-level officials in the field of implementing organization significantly influenced over the level of policy outcomes, and that the support of policy target group and tourism infrastructure in the field of policy environment had significant influences on the level of policy outcomes. Theoretically this study contributed to the development of tourism policy implementation model incorporating the aspects of tourism policy. Practically this study suggested that the task capacity of officials, the support of policy target group, and the tourism infrastructure be enhanced and strengthened.
