Abstract
빈곤과 외채의 덫에 묶여있는 아프리카 국가들은 1980년대부터 외채경감이나 차관의 유치를 위해 국제금융공동체(특히 브레턴우즈 기관들)가 부과한 신자유주의적 구조조정 프로그램들을 받아들일 수밖에 없었다. 각종 규제의 철폐와 민영화, 시장개방에 초점을 맞춘 신자유주의 정책은 아프리카국가들의 성장동력을 고갈시키고 사회적 균형을 파괴했다. 또한 아프리카국가들의 외채문제는 개선되지 못했다. 1990년대 양극화의 심화와 빈곤의 악화, 신자유주의에 대한 범세계적인 저항운동, 빈번한 금융위기에 직면해 국제금융기구는 빈곤감축전략보고서라는 새로운 글로벌 처방을 제시하였다. 빈곤국가의 주체성, 참여민주주의, 시민의 권능강화를 목표로 한 새로운 발전노선은 그러나 아프리카 국가들에게 여전히 신자유주의적 구조조정을 강요하고 있으며 발전을 위한 원칙들은 지켜지지 않고 있다. 시민의 권능강화와 빈곤감축의 옷을 입은 신자유주의는 이제 경제의 영역을 넘어 정치사회의 영역 까지 급속하게 확대되고 있다.The African countries trapped by poverty and debts have been obliged to perform neoliberal structural adjustment by international financial community (especially Bretton Woods institutions) since 1980s. The neoliberal policies which promoted all sort of deregulations, privatizations, and opening the market exhausted developmental energies and destructed social equity in African nations. Moreover, the African debt problems couldn`t be solved at all. Faced with class polarization, aggravated debt burdens, anti-neoliberal movement on the global dimension, and frequented financial crisis, the international financial institutions invented new global prescription in the name of “poverty reduction strategic paper.” Although the new developmental programs spread such a gospel as national ownership, participatory democracy, and empowerment of citizen, they still impose neoliberal structural adjustment on the poor African countries and the principles for the development doesn`t respected. The neoliberalism, disguised as philanthropy and democracy, now enlarge its power beyond economic sector to socio-political spaces.
