생활교통형 자전거도로의 주변 토지이용 특성을 반영한 유형별 서비스 질 평가

Abstract

본 연구는 생활교통형 자전거도로의 서비스 질을 이용자 관점에서 평가하고 이에 대한 시사점을 도출하고자 하였다. 이를 위해 서울시 송파구의 생활교통형 자전거도로를 대상으로 법적 기준과 주변 토지이용 특성에 따라 자전거도로의 유형을 나누고, 중요도-만족도 분석(IPA: Importance Performance Analysis)을 실시하여 유형별 서비스 특성을 분석하였다. 연구결과는 다음과 같다. 첫째, 이용자들이 생활교통형 자전거 도로의 평가에 필요하다고 판단한 평가항목들은 진행방향의 명확성, 불법주정차 단속, 노상장애물 관리, 지하교차시설 등이며, 만족도가 낮고 중요도가 높은 특성을 가지고 있었다. 둘째, 송파구의 자전거도로는 불법주정차와 노상장애물의 관리상의 문제가 지적되어 이에 대한 관리가 필요한 것으로 나타났다. 셋째, 평가항목의 중요도와 만족도에 있어서 유형 간 차이가 있음을 알 수 있었다. 특히, 물리적 구조나 시설이 같은 자전거?보행자 겸용도로임에도 불구하고 주변특성에 따라 이용자의 인식이나 개선사항이 다른 점은 향후 설치 및 관리 시 고려사항으로서 중요한 시사점이라고 할 수 있다. 따라서 생활교통형 자전거도로의 설치 목적을 달성하기 위해서는 자전거도로의 설치 및 관리 시 주변 토지이용 특성을 반영한 유형을 고려해야 하며, 유형별로 개선전략이나 투자의 우선순위도 다르게 이루어져야 할 것이다.The purpose of this study is to estimate the service quality of community bicycle road in user’s perspective and suggest the political implications. The study examines the characteristics of each type of community bicycle road which is divided by the legal criteria and land use characteristics by using the IPA(Importance Performance Analysis). As a result of the study, firstly, the evaluation items suggested by the users are ‘Clarity of Direction’, ‘Crackdown on Illegal Parking’, ‘Management of Obstacles’, ‘Grade Separation Facility’. Those items have the common characteristics as low satisfaction, high importance. Secondly, the research found the management problems of illegal parking and obstacles on the community bicycle road in Song-pa, Seoul. Thirdly, the importance and performance of each items are different depending on the type of community bicycle road. In particular, the user’s perception and items in need of improvement are different according to the land use characteristics even in the same bicycle-pedestrian combination road. The study suggests policy makers and local governments to consider the items by the type of community bicycle road when installing or managing the community bicycle road in order to achieve political goals.
