Abstract
우리나라 지방정부통합의 핵심 근거 중의 하나는 지방공공서비스 공급상에 상당한 규모의 경제가 존재하여 ‘지방정부의 규모가 클수록 좋다’는 주장에 기반하고 있다. 그러나 지방공공서비스 공급상에 규모의 경제가 존재한다는 경험적 증거를 제시하는 연구결과는 매우 제한적이다. 따라서 현시점에서 우리나라의 지방공공서비스 공급상에 규모의 경제가 존재하는지를 검증하고, 지방공공서비스 공급비용이 최소가 되는 적정 인구규모를 산정하는 것은 매우 시의적절하다고 할 수 있다. 본 연구는 비용의 대리변수인 1인당 정부지출과 규모의 대리변수인 서비스 이용인구 간에 U자형의 평균비용곡선이 존재하는지를 230개 기초자치단체의 2008년에서 2010년까지의 패널자료를 이용하여 검증하고 최소비용 인구규모를 산정하였다. 분석결과 자본집약적 지방공공서비스 공급상에는 규모의 경제가 존재하나, 노동집약적 지방공공서비스 공급상에는 규모의 경제가 존재하지 않는 것으로 나타났다. 이러한 결과는 규모의 경제가 지방정부통합의 근거로서 적절하지 않을 수 있으며, 지방정부통합보다는 다른 정책적 대안이 보다 효과적일 수 있다는 것을 제시한다.Are bigger local governments better? The core rationale for Korean municipal government consolidation rests on the claim that ``bigger is better`` on grounds that substantial scale economies exist in local government service provision. In the context of the public sector, scale economies usually refer to a decrease in the per capita cost for a given amount of public service as population served increases. However, existing research evidence on scale economies in local public service provision is very limited. Thus, it is appropriate to examine if scale economies exist in local public service provision and to estimate the minimum cost population size of Korean municipal governments. This study tests U-shaped nonlinear relationship between per capita expenditures as a proxy for unit cost and population or client group size as a measure of size, using panel data on 230 municipalities from 2008 to 2010. The results of this study show that scale economies exist in providing capital-intensive public services but not in providing labor-intensive public services. From a policy perspective, the results cast considerable doubt on using scale economies as the basis for local government consolidation and suggest that a different approach may be better than consolidating local governments.
