지역노동시장의 유형구분과 유형별 고용정책의 방향

Abstract

최근 고용정책의 수립 및 집행에 있어 지방정부의 역량이 점차 증대되고 있다. 지역은 기본적으로 인구 및 산업구조와 같은 사회?경제적 제반여건에 있어 고유한 특성을 지니고 있기 때문에 그러한 특성에 대한 이해 없이는 유효한 정책수립이 어렵다고 할 수 있다. 고용정책 역시 이와 마찬가지로 지역노동시장의 특성에 대한 정확한 이해를 바탕으로 수립되어야 한다. 이러한 지역노동시장의 진단은 고용의 기회와 같은 양적인 평가뿐만 아니라 고용의 안전성과 같은 질적인 평가가 동시에 고려되어야 한다. 왜냐하면 고용의 질적수준은 지역의 경제성장과 밀접한 관련을 맺고 있기 때문이다. 특히 현재 우리사회는 ‘고용 없는 성장(jobless growth)’의 국면에 접어들어 고용의 양적성장과 더불어 질적성장에 대한 정책개발이 필요한 시점이다. 이에 본 논문에서는 전국 16개 시?도를 지역노동시장으로 정의하고 고용의 양적?질적 측면에서 이를 종합적으로 분석할 수 있는 지역노동시장 진단지표를 개발하였다. 지역노동시장의 진단지표는 문헌고찰과 전문가 사전의식조사를 통해 특성부문 및 평가항목, 지표로 구분하여 선정하였다. 지역노동시장의 특성부문과 평가항목의 가중치는 전문가 설문조사와 AHP분석을 통해 결정하였고, 산출된 가중치를 바탕으로 지역노동시장의 종합지표를 산출하였다. 또한 산출된 종합지표를 이용하여 지역노동시장을 4개의 유형으로 구분하고 유형별 특성분석 및 고용정책의 방향을 제시하였다.It is generally recognized that the role of local governments is crucial in making and implementing employment policies. This recognition means that local governments must understand characteristics of their labor market and make policies accordingly. In order to fully understand local labor market, it is necessary to develop indicators that can evaluate employment characteristics in terms of quantitative and qualitative aspects. Therefore, this paper attempts to develop the indicator for evaluating employment characteristics of 16 regions including metropolitans and provinces in Korea. Also, based on the evaluation results obtained, 16 regions are classified into four-type regions by the quantitative and qualitative level of employments. Finally, the paper provides policy direction of employment for typed regions.
