한국 녹색운동의 정치제도화의 기회구조에 관한 연구: 녹색운동과 녹색당의 사례를 중심으로

Abstract

본 연구는 한국 녹색운동의 정치제도화 과정과 요인을 중심으로 한국 정치체제 내 녹색정당의 가능성과 한계를 설명하는 것을 목표로 한다. 대부분의 시민운동은 제도 정치 외부에 존재하지만, 녹색정당으로의 발전은 의사결정과정뿐만 아니라 권력 구조의 변화에도 영향력을 행사할 수 있다. 한국의 녹색운동은 제도권 외부에서 정치권에 대한 영향력 행사 차원에서만 머무르지 않고 정치제도화를 시도하고 있으며, 이러한 시도는 운동 내부의 역동성과 한국의 정치기회구조를 분석함으로써 설명이 가능하다. 연구 결과, 한국 녹색운동의 역사적 발전은 운동 내부의 역량을 증대시킴으로써 정치제도화를 위한 정치적 자원을 제공하였다. 외적으로 한국의 사회구조와 정치기회구조는 운동정당의 정치제도화에 제도적 맥락으로 작용할 수 있는데, 탈물질주의적 가치는 아직 주변부에 머물러 있고, 특히 폐쇄적인 선거제도와 정당 설립 및 존립 등이 명시된 정당법은 녹색운동의 정당 이행에 있어 제약 요인으로 작용하였다. 또한 정치적 동맹의 경우, 진보정당과의 연합 가능성은 존재하지만 환경운동 내부의 결집 문제가 존재한다는 점에서 우호적인 조건은 아니었다. 그러나 녹색정당이 주장하는 가치를 대변하는 기존 정당의 부재와 기존 정당의 소극적인 환경에 대한 입장은 한국 정치체제 내 가장 큰 기회구조라고 볼 수 있다.This study aims to analyze the possibilities and constraints of political institutionalization of Green Movements in Korea focusing on the political opportunity structure. It makes possible to answer why green movements transform into political parties instead of putting pressure on decision-making process outside of a political institution. The institutionalization of green movements in Korea isn’t only influenced by the internal dynamics of movements itself but also by the external factors of political opportunity structure including post-materialism, electoral system, structure of environmental policy and political coalition. As a result, a historical development of green movements has enhanced capabilities within movements and it becomes the political resources for transforming movements into parties. In case of social structure and political opportunity structure, it can act as an institutional context on movement parties. In Korea, the unprevailing values of post-materialism, a closed electoral and party system, and a divergence within green movements constrain movements to be institutionalized. However, the absence and passiveness of existing parties which represent green values as a priority can be the political opportunity for green movement parties.
