기후변화에 따른 관광지 및 관광산업 취약성 분석

Abstract

본 연구는 기후변화에 따른 관광산업의 영향을 분석하고 대응 전략을 제시하였다. 연구수행을 위해 전문가를 대상으로 기후변화 취약성에 관한 설문조사를 실시하였으며, 조사 내용의 분석을 통해 기후변화에 취약한 관광산업 부문을 도출하였고, 관광산업이 기후변화에 대응하기 위한 적응, 완화 전략을 논의하였다. 기후변화 현상의 발생가능성(노출정도)에 대한 전문가들의 의견을 분석한 결과, 총 7가지의 하위 현상 중 ‘태풍 및 폭풍’과 ‘홍수 및 집중호우’의 가능성이 높게 나타났다. 기후변화로 인한 민감도(피해수준)를 살펴보면, 관광자의 야외활동이 많은 스키리조트나 골프리조트 부문에서 대체적으로 높게 나타났다. 적응능력은 평균값이 높을수록 기후변화에 대응하기 위해 조치가 시급하고, 투자규모가 큼을 의미하며, 분석결과 민감도와 유사한 결과가 나타났다. 마지막으로 노출정도, 민감도, 적응능력을 모두 고려한 취약성 분석결과, 기후에 민감하고 방문객이 주로 야외에서 활동하는 스키리조트, 골프리조트가 기후변화에 취약한 것으로 나타났다. 이는 기후변화에 대응한 정책수립에 스키리조트, 골프리조트가 우선적으로 고려되어야 함을 의미한다. 또한 기후변화에 대비한 관광지 조성 계획을 수립할 필요가 있고, 스키장, 골프장의 경우 복합 시설화를 통하여 관광객이 방문하여 즐길 수 있는 시설과 매력물을 확대할 필요가 있다. 더불어 기후변화 완화를 위해 에너지 소비를 조절하고 줄일 필요가 있다.This research analyzed the effects of climate change on tourism. To be more specific, a structured survey was conducted to analyze the vulnerability of tourism caused by climate changes based on expert opinions. Political implications were studied through the collected data to find out which areas of tourism suffer the most due to climate change. According to experts opinions on the possibility(exposure) of climate change, typhoon and storm and flood and localized heavy rain were the highest among 7 phenomena. Most tourist attractions with a lot of outdoor activities, including ski resorts and golf resorts, had high sensitivity(damage level) caused by climate change. High average of adaptive capacity refers to the cases where prompt countermeasures are needed to cope with climate changes, and corresponds to a large investment scale which shows similar results of sensitivity. Lastly, the analyzed results for vulnerability, which includes exposure, sensitivity, and adaptive capacity, show that ski resorts and golf resorts which have seasonal visitors mainly outdoors are vulnerable to climate change. This means that ski resorts and golf resorts have to be preferentially considered when establishing policies against climate change. Furthermore, tourism site plans which prepare for climate change have to be established, and facilities and attractions have to be extended with multi use complexes in the case of ski/golf courses. Additionally, energy consumption needs to be adjusted and reduced to ease climate change.
