거대 문화자본의 형성과 국가:중국 영화산업의 구조적 양극화

Abstract

본 연구는 영화시장 개방 직후부터 나타난 중국 영화산업의 양극화를 통해서 거대 문화산업 자본의 형성과 정부와의 상관관계를 살펴보고자 한다. 거대 문화자본 즉, 독과점적 문화자본의 성장은 일반적으로 시장실패로 자주 설명되어진다. 그러나 본 연구는 중국 영화산업의 급격한 양극화의 원인이 영화시장 개방이라는 외부적 요인 또는 시장적 요인보다는 영화시장 개방에 대응하고자 한 중국정부의 정책대응에 그 1차적 책임이 있음을 밝히고자 한다. 권위주의적 정치체제를 보이는 체제전환국가 특히, 개혁개방 과정에서도 사회주의 이데올로기를 견지하고자 하는 중국의 경우 영화산업은 단순한 경제적·문화적 의미 이상의 정치적 의미를 가지고 있다. 따라서 영화시장 개방에 대한 위기의식이 여타 국가들보다 더욱 높을 수밖에 없게 된다. 중국정부는 영화시장 개방을 전후해서 영화기업 집단화(集團化)정책(대기업화정책)을 핵심으로 하는 산업화정책과, 시장개방에 부응하는 과정에서 불가피하게 민영 영화기업 허가를 필두로 하는 시장화정책을 거의 동시에 추진하게 된다. 본 연구는 바로 이러한 상호 모순적 정책들을 동시에 추진하는 과정에서 급진적인 구조적 양극화가 초래되었음을 설명하고자 하는 것이다.This paper reviews the role of the chinese government in forming major companies in the cultural industry, through a case analysis of polarization of the film industry since the opening of the chinese film market. Market failure usually explains a growth of large or oligopolistic companies. However this paper suggests that the polarization of the chinese film industry has been mainly caused by the government`s policies in response of the opening of the film market rather than market factors. The chinese government has pushed almost simultaneously industrialization and marketization in the film industry around the market opening. This paper claims precisely that those mutual contradictive policies have resulted in the structual polarization of film industry.
