Abstract
This paper reviews the role of the chinese government in forming major companies in the cultural industry, through a case analysis of polarization of the film industry since the opening of the chinese film market. Market failure usually explains a growth of large or oligopolistic companies. However this paper suggests that the polarization of the chinese film industry has been mainly caused by the government`s policies in response of the opening of the film market rather than market factors. The chinese government has pushed almost simultaneously industrialization and marketization in the film industry around the market opening. This paper claims precisely that those mutual contradictive policies have resulted in the structual polarization of film industry.
