'뜨거운 감자' 반토막 내기: 스크린쿼터 축소 결정에 대한 사례 연구

Abstract

스크린쿼터제는 우리나라 영화산업을 보호하기 위한 대표적인 문화산업정책이다. 이 논문은 영화계의 강력한 저항 때문에 그토록 손대기 어려웠던 스크린 쿼터제가 어떻게 해서 파격적으로 축소되게 되었는지 고찰한다. 스크린쿼터제는 우리나라의 영화산업 및 문화정체성 보호를 위한 가장 대표적이고 상징적인 정책으로 여겨졌다. 1998년 한미 BIT협상 과정에서 미국측은 스크린쿼터가 한국 영화시장으로의 접근을 가로막는 장벽이라며 축소 내지 폐지를 강력히 요구했다. 그러나 한국 영화계의 극렬한 반발로 인하여 스크린쿼터 축소 문제는 누구도 건드릴 수 없는 ‘뜨거운 감자’가 되었다. 7년이 넘도록 해결되지 않던 이 사안은 그러나 2006년에 이르러 기존 146일의 50%인 73일로 전격적인 축소 결정이 단행되었다. 그토록 뜨거웠던 감자가 문자 그대로 반토막나게 되었던 원인은 무엇이었는가? 본 논문에서는 미국의 계속된 요구, 문화관광부의 입장 선회, 노무현 대통령의 강한 의지, 스크린쿼터 지지세력의 위세 약화, 그리고 대중 감정 및 여론의 변화를 정책 변동의 주 원인으로 제시한다. 그리고 이 연구의 정책적 함의에 대해서도 논의한다.This paper studies how Korea's screen quota system came to be reduced by half. When the Korea-US BIT negotiation started in 1998, the US government strongly asked the Korean government to reduce or abolish the screen quota. The Korean movie industry fought vigorously to maintain the screen quota at the current level. For more than seven years, the issue has become such a ‘hot potato’ that virtually no one could possibly handle it. However the once ‘hot potato’ finally came to be cut in half in 2006 when the Korean government officially declared that the screen qouta would be reduced from 146 to 73 days a year. Five elements are suggested as keys to understand how this radical policy change happened. The continued demand of the US government, the Korean Ministry of Culture’s change of its stance, the strong will of President Roh Moo-hyun, the weakening of the screen quota support group, and the change of public opinion. In particular, this paper emphasizes as the most critical reason the waning of the emotional community that in the beginning was so furious against the reduction of the screen quota.
