적극적 고용개선조치의 이행과정에 대한 연구: 공공기관을 중심으로

Abstract

본 연구는 공공기관에서 나타난 적극적 고용개선조치의 이행과정과 이 과정에서 나타난 문제점 및 개선과제를 살펴보았다. 이를 위하여 303개 공공기관의 2008년~2014년까지의 적극적 고용개선조치에 관한 고용노동부 보고 자료와 적극적 고용개선조치의 성과가우수한 2기관과 상대적으로 미달된 2기관을 대표로 선정하여 총 4개 공공기관의 인사담당자에 대한 심층 면접조사 결과를 분석하였다. 분석 결과 적극적 고용개선조치는 공공기관의 여성 근로자비율 및 여성 관리자비율의증가에 일정 정도 긍정적인 기여를 한 동시에 제도적 한계 또한 분명하게 가지고 있음을확인하였다. 연구결과를 바탕으로 향후 제도적 실효성을 높이기 위하여 산업별 고용특성에 따른 기준의 유연한 적용, 기관별 관리 및 지원 체계의 마련, 적극적 고용개선조치가 실효성을 거둘 수 있는 기본 전제조건으로서 일･가정이 양립될 수 있는 다층적 인프라 확충을 제안하였다. This Study attempts to examine the performance process of the affirmative action(AA), targeting public corporations in Korea. Using 2008~2013 data of women worker and women manager rate of 303 public corporations and intensive interview with 4 public corporation staffs in charge for Human Resource, we explore main problems of AA and strategies to improve the program. Our results indicate that the affirmative action contributes partly to the growth of women workers and women managers in public corporations, however, it has obvious limitations at the same time. Based on the analysis, this study suggests various criterions considering employment characteristics of the industries, provision of management system on a per corporation levels, and multi-layered infrastructure of work-family reconciliation policies in order to increase the effectiveness of the affirmative action.
