미국의 동화주의적 이민자 정책과 다문화주의

Abstract

이 글은 다문화주의의 이름으로 진행되는 한국 사회의 동화주의적 이민자 정책에 대한 비판적 검토를 위한 기획의 일부로 쓰인 것이다. 이 글에서는 미국의 동화주의적 이민자 정책을 살펴본 뒤, 미국에서의 다문화 담론의 역사적 전개와 난맥상을 살펴볼 것이다. 이민의 나라인 미국은 다양한 이민자 정책을 현재까지 진행해왔으나, 그 기저에는 동화주의가 뿌리 깊이 내재해있으며, 이는 미국의 이민자 정책이 선택과 배제라는 우생학적 논리와 친연성을 맺을 수 있음을 의미한다. 다문화주의는 기본적으로 차별이 아닌 차이를 존중하고, 이에 기초하여 평등성을 지향하는 탈근대적 기획의 성격이 있음에도 불구하고, 동화주의적 이민자 정책이 전개되는 양상은 다인종, 다문화 사회로 진입한 우리에게 커다란 교훈을 준다고 할 것이다. 따라서 다문화주의의 안티테제라 할 수 있는 동화주의가 미국이 이민자와 소수 인종을 다루는 주요한 방식이자 이념이었음을 검토하는 것은 ‘다문화’라는 용어가 빈번해지고, 무분별한 다문화 정책이 회자되고 있는 우리 사회의 이민자 정책과 다문화 담론을 비판적으로 검토할 수 있는 기초적인 인식을 제공해줄 것이다. This essay was written as a part of planning for critical review of assimilative immigrant policy which is progressed under the name of multiculturalism in Korean society. For this, after looking into the assimilative immigrant policy of the US, we will look into historical development and chaos of multicultural discourse in the US. The United States which is the country of immigrants has progressed various immigrant policies so far, but on its foundation the ideology of assimilative doctrine is deep-rootedly inherent, and it means that the immigrant policy of the US has close relation with eugenics logic of choice and exclusion. Multiculturalism basically respects the difference but not differentiation and in spite of the fact that based on this it has character of postmodern planning which aims for equality, the aspect of assimilative immigrant policy development gives great instruction to us who enter multiracial and multicultural society. Accordingly, showing that assimilative doctrine which can be called antithesis of multiculturalism is an important method and ideology for the US to treat immigrants and minority races will provide us with basic recognition. This enables us to review critically the immigrant policy and multicultural discourse of our society, where the term 'multi-culture' becomes frequent and inconsiderate multicultural policy is on everybody's mouth.
