지역의 입지 및 규모에 따른 지식기반산업 성장에 미치는 영향요인에 관한 연구

Abstract

본 연구는 지역발전 및 경쟁력에 큰 영향을 주는 지식기반산업을 지역입지 및 규모별로 지식기반산업의 성장에 미치는 영향요인 분석을 통해 정책적 제언을 하고자 한다. 효율적이며 균형적인 개별 도시의 경쟁력 확보를 위해 고부가가치와 고용창출 효과가 큰 지식기반산업을 유치하기 위해서는 지역별 지식기반산업의 성장 여건에 따라 정책을 달리 해야 한다. 분설결과에 따르면 전체지역의 지식기반산업의 성장에 있어 산업여건, 문화여건, 복지여건이 전반적으로 중요한 변수라는 것을 알 수 있다. 이는 앞으로 지역 지식기반산업이 성장함에 있어 주력 산업으로 발전할 전망이 크며, 이러한 여건을 위한 시설과 인력의 확충이 이루어져야한다는 것을 의미한다. 세부적으로 지역입지 및 규모에 따른 수도권, 광역시, 기타 시 또는 군의 지식기반 산업의 성장에 미치는 영향요인을 분석해 보면 각 유형간 지역 격차가 심화되고 있고, 두 시점 모두 산업여건, 복지여건, 문화여건을 기반으로, 지자체의 경쟁력이 높아질수록 지식기반산업의 성장에 양의 영향을 미치는 것으로 판단된다. 따라서 향후 도시의 산업유치 및 지역개발정책 수립에 있어서는 무엇보다도 이러한 변화에 대응할 수 있는 유연한 시스템이 요구되며, 지역의 입지 및 규모별 특성과 지식기반산업의 유형 분류에 부합하는 계획 및 정책의 수립과 지역의 경제, 사회, 문화, 복지 측면에 대한 지속적인 투자를 통해 산업의 발전과 더불어 중소도시의 경쟁력을 확보하고, 지역 여건에 맞는 투자와 발전을 도모하기 위해 기반을 형성해야 할 것이다. In domestic city, it is at issue to a town of decreasing prosperity because of the low birth rate, an aging society etc. Also it is intensified to the Regional Disparity because of lacks about infrastructures in Local Medium-Sized City. For seeking a solution, the government and community association carry forward a strategy of the hightening industrial structure and local economic according to knowledge-based industries. So, it is needed to consider about economic index as well as social and cultural index. For competitiveness of city, the policy should have different as the ingredients for growth of knowledge-based industries. According to the analysis of this study, it is knowable that the index of industrial, cultual and welfare condition is important. So, the improvement in accommodation and increasing the number of staff should be accomplished. According to the analysis of the Influence Factors in growth of knowledge-based industries, it can be known that the city or town gets more deeply involved with gap. Particularly, index of industrial, cultual condition has an effect in growth of knowledge-based industries. The higher competitiveness, it have an effect in growth. And, in capital area, index of industrial, cultual condition has an effect in growth of knowledge-based industries. On the other hand, in megalopolis, Environmental Infrastructure affects in growth of knowledge-based industries. And, in the city or town, index of industrial, population, resident condition influences in growth of knowledge-based industries. In proposal of policy, First, the capital area should expand the Infrastructure of industrial, cultual condition. Basically, industrial, cultual condition as well as welfare condition is important index in 2011. Second, megalopolis should expand Infrastructure, service and development of human in the cultual condition. Third, he city or town should induce the policy to have competitiveness and expand welfare, cultual condition. And then, services about the aging and industrial infrastructure have to be prepared.
