지역발전: 일본의 경험과 한국에의 제안

Abstract

The unhappiness-index of Korean society is growing and the demand for solutions can be expected to become significantly higher. As a result of macro-negative effects, for example, low growth, lack of finance, and demographic changes, the demands of society are connected to the needs of radical paradigm shifts and drastic structural renovation in Korea. Therefore, this paper proposes regional development as an alternative to these solutions. This is because regional society is currently a smaller version of a society that will be unhappy and concerned about the future of Korea. That is to say, the regeneration of regional communities for sustainable society is expected to similarly improve Korea to ensure a healthy and happy future for all. In search of logical backgrounds, we analyze prior experience in Japan: new public management and local Abenomics on the basis of which we propose a solution for Korea through implications and strategies. As a conclusion, it is imperative to make the transfer from a top-down monopolistic system to a bottom-up equal and participating system in regard to money, power, and work, and that system will be known as self-sustainable growth. There are some methodical rules to guarantee success for the downside of power: a Regional Development Act, an open space that would foster citizens’ participation, and a secure system for raising transparency for citizens. 한국사회의 불행지표가 확산되는 가운데 그 위기해법에 대한 요구가 높아지고 있다. 성장지체와 재정부족, 인구변화 등 거시악재는 과거와는 달라진 새로운 발본적인 사고전환과 체제개편의 필요로 연결된다. 본고는 그 해결대안으로 지역발전을 제안한다. 한국사회가 걱정하는 미래불행의 현재적인 축소판이 지역사회이기 때문이다. 즉 지역사회를 건강하게 부활시킴으로써 지속가능한 사회건설과 국민행복의 품질을 향상시킬 수 있다고 본다. 이를 위해 지역발전과 관련된 일본의 선행경험인 새로운 공공과 로컬 아베노믹스를 분석하고 그 한계에서 한국적인 시사점과 전략해법을 제안하고자 한다. 그 결론은 중앙중심적인 성장 및 배분독점이 아닌 참여와 평등중심의 내발적 성장이며, 이를 위해 주민중심의 법률제안과 함께 시민참여의 공간증대, 투명성의 확보 등을 제안한다.
