Abstract
국 문 초 록 우리나라는 아파트 위주의 주택공급을 통해 주택보급률이라는 양적부족문제는 상당부분 해소 되었으나, 질적 주거문제는 여전히 해결해야 할 과제로 남아있다. 소규모 저층주택 거주지의 재고 상태는 매우 노후한 실정이며, 특히 기성시가지 내 저층주택의 노후도는 급속히 진행되어 가고 있는 현실이다. 주택공급 저하와 주거환경의 노후는 사회적 갈등을 심화 할 수 있다. 건축물은 시간이 경과함에 따라 건물의 상태는 노후해 지고 이용자와 거주자의 만족도는 상대적으로 감소하게 된다. 사용목적에 따라 건축행위를 수반하는 건물의 변경은 지극히 자연스런 현상이며 선진국의 사례에 비추어 볼 때 먼 미래의 일이 아님을 인식하여야 한다. 이에 정부는 도시재생 관점에서 접근하여 종전의 전면 철거 후 재개발 방식을 벗어나 주민재정착을 전제로 한 맞춤형 도시재생정책을 지향하고 있다. 이러한 배경 속에서 행위결정권자인 건축주에게는 의사결정의 가이드라인이 되고, 해당 지·자체정책 입안자에게는 지원정책 결정시 다양한 대안설정의 기준자료로 활용되는 데에 연구의 목적을 두었다. 본 연구는 서울시 제2종일반주거지역내 소규모 저층주택인 단독, 다가구, 다세대 주택의 건축주를 대상으로 건축행위를 결정하게 되는 영향요인을 실증 분석하여 다음과 같은 결과를 도출하였다. 건물의 규모와 지역별로 차이가 있으나, 단독주택에서는 상가부분의 임대수익 창출을 기대하는 반면, 다세대주택에서는 주거부분의 세대수를 통해 임대수익 창출을 기대하고 있었다. 건축주에게 중요한 의사결정 영향요인은, ‘보다 나은 환경’, ‘임대료 상승’ 그리고 ‘주변건물의 건축행위’ 순으로 높게 나타났다. 주차시설과 건물면적(세대수, 층수 등)에 불만이 큰 것으로 확인되었다. 신축 이외 행위(증축·대수선·용도변경)에서는 면적변경을 전제로 외관변경이 수반되는 복합적 행위가 이루어졌다. 이는 협소한 필지에서 최대한 경제적 이익 추구와 동시에 주변 건물과의 비교에서 오는 불만족을 해결하는 대안선택의 결과로 볼 수 있다. 따라서 좋은 본보기는 긍정적인 파급효과를 불러올 수 있는 것이다. 또한 공사비 부담정도, 자금융자 등의 혜택과 관련법완화는 이들 대상자들에게 민감하고 중요한 영향요인으로 작용하고 있었다. 정부·지자체의 자금 등의 지원책이 기존주택의 유지관리측면에 큰 도움이 되고 있다. 그러나 실효성을 거두기 위해서는 일률적인 지원책 보다는 개별주택에 적합한 융통성 있는 정책의 다양성이 필요함을 시사하고 있다. 개별 건물이 개인의 소유이고 사적영역으로 보여 지지만, 이러한 건축물은 가로의 경관과 도시의 이미지를 형성한다. 신축행위 에서는 ‘보다 나은 환경적 요인’ 보다는 ‘세대수’ 증가가 중요한 요인으로 나타나고 있다. 이는 소규모 저층주택의 거주자 특성상 건축주의 자가거주 보다는 임대를 하는 비율이 상대적으로 높다. 따라서 신축을 통하여 주거환경의 변화 보다는 개인이 추구하는 경제적 이득의 기대가치가 여전히 높음을 시사하고 있다. 본 연구의 분석결과, 소규모 저층주택의 건축행위를 결정하는 영향요인은 다음과 같이 귀결되고 있다. 건물의 경과년수가 20년 이상인 경우와 공사비용 부담이 증가할수록, 연령이 높아질수록 그리고 관련법 완화가 클수록 “신축 이외 행위”가 될 확률이 높았다. 반면, 경과년수가 20년 미만 일수록, 세대수가 적을수록 “신축행위”가 될 확률이 높았다. 주요어 : 건축행위, 의사결정, 소규모 저층주택, 건축주, 로지스틱회귀모형; ABSTRACT A Study on Influence Factors of Decision Making to the Building Behavior in Small Low-rise Housing - Foused on Single·Multi-family Housing in the Second-class Residential Area - Cha, Jeung Pil Supervised by Prof. Lee, Myeong Hun, Ph.D. Our country, the problem with quantitative shortage of housing distribution rate was solved considerably through housing supply mainly in apartment, but qualitative housing still remains as a problem to be solved. The fact that the inventory situation of small low-rise housing in the residential area became extremely deteriorated. In particular, the degree of aging of small low-rise housing in established urban area is rapidly progressing at present. Declining housing supply and old age of living environment can deepen social conflict. As time goes by, buildings get aged and the satisfaction of users and residents decreases relative to building. Changes in buildings accompanied by building-behavior according to purpose of use are extremely natural phenomena and it is necessary to recognize that not a the distant future in case of advanced countries. The government is approaching from the point of view of urban regeneration, and is aiming for a customized urban regeneration policy based on the assumption that residents are resettled without demolition and redevelopment. Against this background, it becomes a decision-making guideline for the building owner who is the act decision-maker and the local government policy makers are utilized as reference materials for various alternate settings at the time of deciding policy. Especially, the purpose of the research was put. In this research, empirically analyze on influence factors to the building- behavior for the single·multi-family housing in the second-class residential area of ​​Seoul. The results of this study are as following. There is a difference depending on the size of the building and the district, but in the single-family housing, while expecting a part of the rental income of the shop, in the multi-family housing we expected rental income through the number of households in the residential section. The major factors affecting decision to the building owner were higher in the order of "better environment", "rising rent" and "building-behavior of surrounding ". It has been confirmed that there is a great dissatisfaction with parking facilities, gross floor area. For behavior non-new construction (extension, major repair, change of purpose), complex acts involving change in facade were made based on change in gross floor area. This can be seen as a result of an alternative choice to solve complaints coming from comparison with surrounding buildings as well as pursuit of maximum economic benefit. So, a good example can bring about a positive ripple effect. Also, the benefits of the construction cost burden, financing and relaxation of regulation were sensitive and important influencing factors. Supporting funds such as government and local governments are helping in maintenance of existing houses. However, in order to be effective, it suggests that diversity of flexible policies suitable for individual housing is needed rather than uniform support. Individual buildings are owned by personal and can be considered a private sectors, but such buildings create street landscape and city images. An increase in "number of households" is an important factor in new construction behavior rather than "better environmental factors". This is because of the characteristics of residents in small low-rise housing, the proportion of owner leasing is relatively higher than self-residents. Therefore, it suggests that expected value of economic benefit pursued by personal is still higher than the change of residential environment through new construction. As a result of this study by analysis, the influence factors of decision making to the building-behavior in small low-rise housing are concluded as follows. In case of these: the age of building is more than 20 years, the higher burden of construction cost, the higher owner's age, the greater relaxation of regulation, can be higher the probability of "non-new construction". On the other hand, as the age of building is less than 20 years, the smaller number of households is, the higher probability of becoming "new construction".
