한-카자흐스탄 문화협력을 통한 박근혜 정부의 인문정신문화 진흥을 위한 제언

Abstract

본고에서는 박근혜 정부가 4대 국정운영 기조의 하나로 내세운 ‘문화융성’의 실질적 추진이 한국과 카자흐스탄의 협력을 위한 로드맵으로 적용 · 확대하기를 제안했다. 현재 문화체육관광부와 교육부가 제시한 인문정신으로 문화융성의 길을 열기 위한 7대 중점과제 가운데 ‘인문정신문화 분야 국제교류 활성화’는 카자흐스탄과의 문화교류와 협력을 위한 실천 과제에도 중요한 지침이 될 수 있을 것이기 때문이다. 이러한 맥락에서 지금까지 한 · 카 문화협력에서의 문제점을 직시하는 동시에 한국과 카자흐스탄 역사의 접점이 될 수 있는 인문정신 부여가 현 정부의 문화융성 슬로건에 상응할 수 있는 근거는 무엇이며, 이것이 어떤 새로운 문화렵력 패러다임을 제시할 수 있는지 살펴보았다. 특히 박근혜 정부가 진정으로 문화융성과 인문정신 부활을 원한다면 어떤 가치를 지켜야 할지, 특히 이것이 한국과 카자흐스탄의 협력 매개점으로 언급하는 고려인에 대한 재인식과 그들의 삶이 예술로 승화한 현장을 어떻게 복원시킬 수 있는지를 고심했다. 더 나아가 카자흐스탄과의 교류에 있어서 한류의 인기에 힘입어 《주몽》이 나 《대장금》 같은 인기 드라마 몇 편이나 K-POP에 의존해 정부 주도로 노력해야 하는 협력 또는 지원을 망각하고 있는 것이 아닌지에 대한 우려를 극복할 수 있도록 현 실상을 짚어보고 문화렵력을 위한 몇 가지 방안을 살펴보았다. 무엇보다 우리 정부는 양국의 국제협력을 관행적으로 친선방문이나 문화교류 정도로 이해하는 것을 넘어서서 한-카자흐스탄 문화 협력에 대한 가치 있는 청사진을 제시할 수 있어야 하기 때문이다. 이러한 문제점을 인식하며 유라시아 시대를 맞이한 한-카자흐스탄의 교육 협력 추진, 고려인 디아스포라 문학에 대한 체계적 연구 및 예술인들을 위한 필드 스테이션(Field Station) 구축, 고려인들의 구전자료 및 창작자료에 대한 디지털 스토리텔링 아카이브 작업, 한국과 카자흐스탄의 역사문화 기념사업과 OSMU 결합 방식 모색으로 박근혜 정부의 ‘인문정신문화’ 확산과 카자흐스탄과의 협력 방안을 제시했다. The concept of promoting a humanistic and cultural ethos can be applied to Korean-Kazak cultural cooperation, since the life and art of Koryo-ins in Kazakhstan share characteristics in common with the humanistic and cultural ethos that Korea is trying to promote. For the sake of Korea’s own history and cultural education, it is crucial for us as well to understand the history, culture and art of the Koryo-ins. It is hoped that the Park administration’s cultural policies will be implemented in a way through which the Korea-Kazak relationship can grow stronger, and in this sense the following recommendations can be made 1)Korean-Kazak educational cooperation in the ‘Eurasia era’, 2)systematic research on the Koryo-in diaspora literature, and creation of ‘field stations’ for artists, 3)digital archiving of oral and creative records of the Koryo-ins, 4)commemorative historical projects between Korea and Kazakhstan, and the one source multi-use concept. The Park administration has prepared a variety of education and other programs to spread the liberal arts spirit in our society, and to enrich the national culture in the longer term. This approach that has just been implemented in Korea needs to be promoted outside of Korea as well by creating synergies with the government’s ‘Eurasia Initiative.’ In this process, the government should pay greater attention to another form of our history, culture and art that has blossomed in Kazakhstan.
