기후변화에 대한 대응: 기후변화적응법의 제정

Abstract

기후변화에 대한 적응(adaptation)은 과거의 온실가스 배출로 인하여 이미 진행되고 있는 불가피한 기후변화 악영향에 대응하는 동시에 미래에의 영향에 준비하기 위해 중요하다. 기후변화 방지를 위해 적응과 완화(mitigation) 정책은 다 같이 중요하고 서로 이익이 되기 때문에 같이 발전하여야 한다. 이러한 점을 인식하고 기후변화협약체제는 완화와 함께 적응을 다루고 있다. 그러나 그동안 적응은 완화에 비해 크게 관심을 받지 못하였다. 이와 관련한 국제사회의 논의는 구체적이지 않고, 일반론적인 수준에 머무르고 있다. 그 동안 적응은 개도국만의 문제로 치부해 온 측면이 있다. 그러나 적응 문제는 선진국도 기후변화 영향에 자유롭지 않기 때문에 선진국에도 마찬가지로 중요한 문제이다. 우리나라의 경우 적응노력이 지지부진한 가운데, 온실가스의 배출은 계속해서 증가하고 있다. 적응노력이 걸음마 단계인 이유는 적응의 필요성에 대한 인식의 부족, 효과에 대한 회의적인 시각, 시행상의 어려움 등을 들 수 있다. 입법적인 불비도 무시할 수 없다. 기후변화대응이 완화와 적응 양 방면으로 이루어져야 함에도 불구하고 현 법체제는 온실가스 완화에만 중점을 두고 있다는 비판을 면할 수 없을 것이다. 이를 해결하기 위해서는 적응과 관련한 내용적, 절차적인 규정을 구체적으로 담을 수 있도록 현행 법제를 개선하는 것이 요망된다. 그 유력한 답은 기후변화적응법의 제정이다. 지금은 우리의 미래가 기후변화에 어떻게 대처하느냐에 달려있다고만 말할 것이 아니라 구체적인 행동이 요구되고 있다. 사전 준비는 비용을 절감시키고, 계획된 적응은 보다 비용을 저렴하게 할 것이다. It is important to adapt to climate change in order to respond to the negative impact of ongoing greenhouse emission as well as to prepare for the future. Indeed, policies for mitigation are as important as adaptation policies. The two must progress together as they supplement each other. The Framework Convention on Climate Change in aware of this point and is putting efforts to deal with both adapting to and mitigating the effects of climate change. However, adaptation has often been neglected more than mitigation. Discussions on adaptation have often been left vague and too general. More often times has it been considered an exclusive problem of developing countries. However, developed nations are also the subject of climate change. Thus the issue on adaptation is important for them as much as it is to developing countries. In South Korea, efforts to adapt to climate change are poor while emissions continue to grow. The reasons to such stagnation are mainly due to the lack of awareness, skepticism, and difficulties in implementation. Legislative deficiencies cannot be ignored as well. Korean adaption system has been based on one article of Green Growth Basic Act. The current legislative framework can only be criticized in that it is weighing more importance on mitigating greenhouse gases while it should be adapting to climate change, too. In order to solve this problem, it is necessary to improve the current system to incorporate specific regulations on the methods and details of adaptation. The answer is to enact the Climate Change Adaptation Act. Our future no longer depends on saying we tackle climate change; it depends on whether we show action or not. Preparation will help curtail expenses while planned-out adaptation will cut down the cost even more.
