규제네거티브화 효과의 시론적 평가와 측정 -새만금지역 투자 및 고용창출을 중심으로-

Abstract

본 연구는 정부규제의 규제네거티브화로 인한 효과를 평가측정하는 것을 목적으로 한다. 이를 위하여 이론적 근거에 기반한 모델 및 지표를 개발하였고, 새만금산업단지 내에서의 기업활동 관련 규제를 중심으로 규제네거티브화로 인한 효과를 정량적으로 평가측정하였다. 연구결과, 새만금지역의 투자유치 및 신규 기업의 창업 증가, 부가가치의 창출, 매출증가 및 고용창출 및 규제준수 부담의 감소 등의 차원에서 상당한 효과가 발생하는 것으로 나타났다. 또한 새만금지역의 투자유치 및 기업의 생산성 향상으로 인하여 전국적으로 생산유발 효과, 부가가치유발 효과, 취업 및 노동유발효과가 발생하는 것으로 나타났다. 다만 본 연구 에서는 새만금산업단지의 기업활동과 관련된 진입규제의 규제네거티브화 효과만을 평가측정했기 때문에 실제 새만금개발청에서 추진하고 있는 새만금개발사업의 교육, 의료 및 관광분야 등까지 규제네거티브화를 도입한다면 그 효과는 훨씬 더 클 것으로 판단된다 This study aims at evaluating the effect of the introduction of negative regulatory method. For this purpose, we developed a model and indicators based on theoretical foundation, and quantitatively evaluated the effect of negative regulatory method on corporate regulations in Saemangeum Special Economic Zone in Korea. The main results are as follows. First of all, the investment attraction, the start-up of new firms, the creation of added value, the sales and the job creation in Semangeum area would increase, and the regulatory burden would decrease. Also, the investment attraction and productivity improvement of firms in Saemangeum area were expected to generate production induced effect, added value induced effect, employment and labor induced effect across the country. However, if we considered the introduction of negative regulatory method not only to corporate activities sector but to other sectors, such as education, healthcare, tourism, etc, the effect would be much larger.
